Overall Project Implementation. 1. The Borrower shall: (a) maintain arrangements, satisfactory to the Administrator, for the overall coordination and supervision of Project execution in accordance with the Implementation Agreement; (b) employ, in accordance with the provisions of Section II of Schedule 3 to this Agreement, consultants, with qualifications and terms of reference satisfactory to the Administrator, to assist in the carrying out of Parts B and C of the Project; and (c) ensure that training activities under Parts B and C of the Project shall be carried out in accordance with programs, including time-schedules for the implementation thereof and criteria for the selection of candidates thereunder, agreed between the Borrower and the Administrator. 2. The Borrower shall: (a) maintain procedures adequate to enable it to monitor and evaluate on an on-going basis, in accordance with indicators agreed with the Administrator, the carrying out of the Project and the achievement of the objectives thereof; (b) prepare, under terms of reference satisfactory to the Administrator, and furnish to the Administrator: (i) by March 1 of each year until completion of the Project, a report, integrating the results of the monitoring and evaluation activities performed pursuant of subparagraph (a) above, on the progress achieved in the carrying out of the Project during the period of twelve (12) months preceding the date of such report, and (ii) on or about January 31, 2001, a mid-term report, integrating the data and other information contained in the reports prepared pursuant to subparagraph (b) (i) above, on the progress achieved in carrying out the Project during the period preceding the date thereof and setting out the measures recommended to ensure the efficient carrying out of the Project during the period following such date; and (c) review with the Administrator each such report, and, thereafter, take all measures required to ensure the efficient carrying out of the Project and the achievement of the objectives thereof, based on the conclusions and recommendations of such report and the Administrator’s views on the matter.

Overall Project Implementation. 1. The Borrower shallshall ensure that: (ai) maintain arrangements, satisfactory to its representatives on the Administrator, for respective Boards of AGAIB-Savanes and AGAIB-Maritime shall meet the overall coordination and supervision of Project execution qualifications requirements set forth in accordance with the Implementation Agreement; (b) employ, in accordance with the provisions of Section II of Schedule 3 to this Agreement, consultants, with qualifications and terms of reference satisfactory to the Administrator, to assist in the carrying out of Parts B and C of the Projecttheir respective statutes; and (cii) ensure that training activities under Parts B the Borrower’s concerned Ministries and C agencies shall collaborate with AGAIB-Savanes, AGAIB-Maritime and Unité de Coordination Nationale to assist them in the implementation of the Project shall be carried out and, in accordance with programsparticular, including time-schedules for in ensuring consistent application of the implementation thereof and criteria for the selection of candidates thereunder, agreed between the Borrower and the AdministratorBorrower’s sectoral policies. 2. The Borrower shall: : (a) maintain policies and procedures adequate to enable it to monitor and evaluate on an on-going ongoing basis, in accordance with indicators agreed with satisfactory to the AdministratorAssociation, the carrying out of the Project and the achievement of the objectives thereof; ; (b) preparenot later than the end of the First Project Year, under terms and not later than the end of reference satisfactory each Project Year thereafter, undertake, in conjunction with the Association and AGAIB-Savanes and AGAIB-Maritime, a joint annual review on all matters relating to the Administratorprogress of the Project and, in particular the progress achieved by the Borrower and ▇▇▇▇▇-▇▇▇▇▇▇▇ and AGAIB-Maritime during the current fiscal year, having regard to the monitoring indicators referred to in subparagraph (a) of this paragraph; (c) not later than one month prior to each annual review, furnish to the Administrator: Association, for its comments, a report in such detail as the Association shall reasonably request, on the progress of the Project; (id) by March 1 of following each year until completion annual review, act promptly and diligently in order to take, or assist ▇▇▇▇▇-▇▇▇▇▇▇▇ and AGAIB-Maritime in taking, any corrective action deemed necessary to remedy any shortcoming identified in the implementation of the Project, a reportor to implement, integrating or assist AGAIB-Savanes and AGAIB-Maritime in implementing, such measures as may have been agreed upon between the results parties in furtherance of the monitoring and evaluation activities performed pursuant of subparagraph (a) above, on the progress achieved in the carrying out objectives of the Project during the period of twelve (12) months preceding the date of such report, and (ii) on or about January 31, 2001, a mid-term report, integrating the data and other information contained in the reports prepared pursuant to subparagraph (b)Project; and (ie) above, on promptly after the progress achieved in carrying out the Project during the period preceding the date thereof and setting out the measures recommended to ensure the efficient carrying out of the Project during the period following such date; and (c) review with the Administrator each such report, and, thereafterEffective Date, take all measures required necessary on its part to ensure organize, in conjunction with the efficient carrying out Association and AGAIB-Savanes and AGAIB-Maritime, a workshop for the launching of the Project implementation which shall cover, inter alia, disbursement and procurement procedures and detailed timetables for the implementation of the Project. 3. The Borrower shall cause AGAIB-Savanes and AGAIB-Maritime to establish the Unité de Coordination Nationale, a coordinating structure, acceptable to the Association, to ensure adequate coordination of the activities of AGAIB-Savanes and AGAIB-Maritime and assist them in liaising with donors and the achievement ministries and agencies of the objectives thereof, based on Borrower. 1. Without prejudice to the foregoing, the Borrower, through the Palestinian Authority, shall vest in MOLG the overall responsibility for carrying out the Project and cause MOLG to carry out the Project in accordance with the provisions of the Environmental Management Plan which are integrated into the Operations Manual. In turn, MOLG shall be guided by the Steering Committee in carrying out its Project implementation activities. 2. The Borrower shallshall cause the Palestinian Authority to: (a) maintain procedures adequate to enable it to monitor and evaluate on an on-going basis, in accordance with indicators agreed with the Administrator, the carrying out of the Project and the achievement of the objectives thereof; (b) prepare, under terms of reference satisfactory to the Administrator, and furnish to the Administrator: (i) by March 1 of each year until completion of the Project, a report, integrating the results of the monitoring and evaluation activities performed pursuant of subparagraph (a) above, on the progress achieved in the carrying out of the Project during the period of twelve (12) months preceding the date of such report, and (ii) on or about January May 31, 20012004, a mid-term report, integrating the data and other information contained in the reports prepared pursuant to subparagraph (b) ) (i) above, on the progress achieved in carrying out the Project during the period preceding the date thereof and setting out the measures recommended to ensure the efficient carrying out of the Project during the period following such date; and (c) review with the Administrator each such report, and, thereafter, take all measures required to ensure the efficient carrying out of the Project and the achievement of the objectives thereof, based on the conclusions and recommendations of such report and the Administrator’s views on the matter.
