Opening of Bids. a) The Procuring Agency shall initially open only the envelope marked “TECHNICAL PROPOSAL” in the presence of bidders‟ representatives who choose to attend, However, the envelope marked as “FINANCIAL PROPOSAL” if it is sealed shall be retained in the custody of Procuring Agency without being opened and till completion of the evaluation process. The Financial Proposal will be opened in the same manner at time and date as decided by Procuring agency
