Non-Faculty Re-assignments. 1841 1. An employee who has never been a faculty member may be given a one-year 1842 temporary full-time faculty position with required advertising, screening, and hiring 1843 procedures waived, providing the following conditions are met: 1844 a. A new or vacant tenure track faculty position exists about which faculty 1845 have been properly notified as per the Faculty Rights Article; and 1846 b. No faculty member in the discipline would be laid off or awaiting recall as 1847 per Layoff and Recall procedures outlined in this agreement. 1848 2. If there is no open new or vacant full-time faculty position for which the faculty 1849 member is qualified, then the faculty member may be given a one-year temporary 1850 full-time faculty position, with required advertising, screening, and hiring 1851 procedures waived, providing the following conditions are met: 1852 a. All credentialing requirements of the state and/or the regional accrediting 1853 agency will be satisfied. 1854 b. The transfer will not cause a RIF of any faculty member, nor will any faculty 1855 member be involuntarily reassigned to another discipline. 1856 c. By the end of the temporary full-time appointment, the faculty must apply 1857 for an open, advertised faculty position, as per the Faculty Rights Article. In 1858 addition, the individual will be evaluated by the Supervising Administrator. 1859 If the faculty is recommended by the screening committee and accepts the 1860 position, a regular Basic Academic-Year faculty contract will be offered. The 1861 compensation granted will be in accordance with the entry salaries specified 1862 in the Salaries and Compensation Article. 1863 8.20—Department Chairpersons, Program Managers, Program Coordinators, 1864 and Clinical Coordinators 1865 Department Chairpersons (DC), Program Managers (PM), Program Coordinators (PC), and Clinical 1866 Coordinators (CC) are selected for three-year terms to commence at the end of the current terms. All 1867 scheduled positions will be opened and posted internally by the appropriate Supervising Administrator 1868 (or their designee), utilizing College communication media. 1869 Positions will be opened and posted internally each spring by the appropriate Supervising Administrator 1870 utilizing College communication media and will remain open for a minimum of two weeks. Applicants’ 1871 names will be posted for faculty feedback for a minimum of two weeks. The Supervising Administrator 1872 will select the successful candidate from the top three applicants. Faculty will be notified of the final 1873 decision by the first week of May. If more than two DC or PM positions in the same Academic Discipline 1874 Group become available at the same time, the Supervising Administrator has the option to choose by 1875 lottery, up to 50% of the positions to be two-year terms. This option must be exercised in advance of the 1876 application process and posted to applicants. 1877 The parties agree that DCs, PMs, PCs, and CCs may serve for no more than two consecutive terms. If, 1878 after two successive terms, there are no other candidates the DC, PM, PC, or CC may serve additional 1879 terms. If a new position opens or a chair is unable to complete their term of duty, the notification and 1880 application process will be followed by the Supervising Administrator (or their designee). The 1881 Supervising Administrator may remove a DC, PM, PC, or CC subsequent to two-thirds vote of no 1882 confidence by the full-time faculty served by the position or as provided the Disciplinary Actions and 1883 Procedures Article. The Supervising Administrator may also remove a DC, PM, PC, or CC who has had an 1884 unsatisfactory DC, PM, PC, or PC evaluation and has failed to complete a corrective action plan. 1885 The Supervising Administrator may choose to issue a temporary appointment, if necessary, pending the 1886 completion of the application/selection process. 1887 The Supervising Administrator will adhere to the recommended Department Chair, Program Manager, 1888 Program Coordinator, or Clinical Coordinator Responsibility Checklist outlined in the appendices of this 1889 agreement. 1890 Qualified applicants will be chosen from within the specified department. If no qualified candidates are 1891 available, qualified full-time faculty from other departments who are credentialed to teach in the 1892 department/division may apply for the position providing they meet the other qualifications for 1893 selection.
