Freezing of Vacancies. To ensure that data about vacancies and employee work assignments are reliable and that bumping options are accurate, the Department shall freeze all personnel transactions as determined appropriate beginning four (4) weeks prior to the date a layoff is implemented and ending the day immediately following the effective date of the layoff.
