33.6.2 Evaluation of the performance of Adult School unit members shall be made, as needed, at least once during an academic yearevery semester for probationary personnel, and at least once every other year for unit members with permanent status. In Should a teacher be employed after the event mid-point of the first semester of a second evaluation takes place within the same academic school year, evaluation for that semester shall be at the faculty option of the principal.
33.6.3 Adult School unit members with permanent status may be evaluated yearly or more often, if the District or the evaluator deems it appropriate. Reasons for evaluating permanent personnel more often than the minimum required could include but would not be limited to situations such as a new assignment; unsatisfactory previous evaluations; the assignment of a new evaluator; or a need to improve the instructional program.
33.6.4 Adult School unit members must comply with the standards contained in the evaluation forms, which are contained in the Adult School Appendix.
33.6.5 Classroom observations may be, but shall not be required to be, arranged by the evaluator and the Adult School unit member in advance of an observation.
33.6.6 Previous to the completion of the summary evaluation form, at least one (1) observation and conference should be held. The Evaluation Report may be presented in writing. An Adult School unit member may add items request a conference to their previous documentationdiscuss its conclusions.
233.6.7 The evaluator shall not base their evaluation on the quality of an Adult School unit member's classroom instructional program on information that is not collected through a means reasonably calculated to achieve accuracy. a. Bargaining Unit Members to be evaluated during a particular school year shall be furnished a copy of the evaluation procedures, rubric, and expectations and will be notified of the identity of their evaluator no later than 30 calendar days from the first student attendance day of the year or first work day of the Bargaining Unit Member.
b. The Bargaining Unit Members being evaluated and the evaluator shall meet no later than 30 calendar days from the first student attendance day or the first work day of the year to discuss:
(1) Procedures and expectations for completing Pre-Classroom Observation Data Sheet.
(2) Evaluator's expectations of the Bargaining Unit Member ("requirements” to receive a rating of Meets Standards) and the Observation Rating Form.
c. A Bargaining Unit Member shall have the right to request an alternate evaluator. Each departmentThe request will be evaluated and granted by the District and the alternate evaluator will be assigned by the District. This request must be made within the first 30 calendar days in accordance with above. The alternate evaluator will not discuss the evaluation with the former evaluator prior to, division during, or other appropriate unit after the evaluation process.
d. The Bargaining Unit Member shall conduct annual evaluations have the right to identify any constraints which the Bargaining Unit Member believes may inhibit his/her ability to meet the expectations and procedures established.
e. There shall be at least one (1) formal classroom observation for each Permanent Bargaining Unit Member and three (3) for each Probationary and Temporary Bargaining Unit Member recorded on the Observation Rating Form. A Bargaining Unit Member may request additional observations to replace an unsatisfactory observation.
f. The Probationary/Temporary Bargaining Unit Member shall select the subject area for the first and third classroom observations and the evaluator shall select the subject area for the second classroom observation. The Permanent Bargaining Unit Member shall select the subject area for the observation. All observations must be based on the four (4) core curricular areas and/or the teacher’s credentialed single subject area.
g. The evaluator shall observe the Bargaining Unit Member for at least thirty (30) minutes before completing the Observation Rating Form.
h. Probationary/Temporary Bargaining Unit Members (Focus Plan)
(1) The Probationary/Temporary Bargaining Unit Member shall have two (2) years to be evaluated in the six (6) domains of the Observation Rating Form Observation Report.
(2) In the first year of evaluation, all six (6) domains shall be observed by the evaluator during the last Observation Rating Form.
(3) Prior to the first Observation Report of each unit member except: ayear, the Probationary/Temporary Bargaining Unit Member in cooperation with the evaluator shall select two (2) those unit members whose service of the six (6) Domains (1) selected by the Bargaining Unit Member and (1) selected by the evaluator. Prior to the second observation, two (2) additional domains will cease at be identified to be observed.
(4) All remaining Domains shall be observed and evaluated by the evaluator by the end of the current academic or fiscal second year need not be evaluated; and b) any unit member having the rank of Professor with tenure and any unit member having the rank of Extension Educator with continuing contract shall be evaluated by the department, division or other appropriate unit every four (4) years, or more frequently upon written request of the unit member. Evaluation Procedure. 1. 12.2.1 The District and Association recognize that in addition to the departmentannual evaluation, division or other appropriate it is at times necessary to notify and assist unit every four (4) yearsmembers to correct identified deficiencies. Accordingly, in addition to the annual evaluation, the District may conduct interim formal evaluations for all unit members. Interim evaluations shall be conducted in accordance with the following procedures:
12.2.1.1 Interim evaluations shall be completed either using the same form as for the annual evaluation, or according to the District's "Suggested Format for Corrective Interview."
12.2.1.2 The interim evaluation shall indicate the problem area(s), the corrective measure(s) to be taken, and shall specify a period of time within which the correction of problem(s) should occur. The interim evaluation shall also calendar the time for a follow-up evaluation which shall be within a reasonable period of time, but not more frequently upon written request of the unit member. Any unit member having the rank of Associate Professor with tenure, any unit member having the rank of Associate Extension Educator with continuing contract and any Lecturer or Instructor with over than six (6) years months from the date of continuous service in the same department, division or other appropriate unit interim evaluation.
12.2.1.3 The follow-up evaluation shall be evaluated by the department, division or other appropriate unit every four (4) years, or more frequently upon written request of the unit member. c) Evaluations shall be scheduled to insure that promotion, tenure, continuing contract status, and reappointment schedules and/or deadlines will be met. At the written request of an appropriate administrator, the peer committee shall determine whether to conduct peer evaluations on a more frequent basis than provided for above. 12.4 Formal evaluations for unit members shall be completed by the immediate supervisor on appropriate district evaluation forms, will be as attached to the peer committee's evaluationin Appendix B for reference, but which do not constitute a part of this Agreement. All evaluation reports of the peer committee, both majority and minority (if any) must Such forms shall be signed by all both the evaluator and the unit member.
12.5 One (1) copy of the members evaluation shall be retained by the unit member, one (1) copy of the committee. The names of all peer committee members must be listed and any abstentions noted.
5. The evaluation, with response, if any, evaluation shall be placed in the unit member's personnel file by the custodian file, and one (1) copy of the evaluation shall be held in the evaluator's file.
6. Peer 12.6 No evaluation of any unit member shall be placed in his/her personnel file without an opportunity for discussion between the unit member and administrative reviews the evaluator.
12.7 No negative evaluation of electronic classesthe unit member's performance, discussionsshall be predicated upon information or material of a derogatory or critical nature which has been received by the evaluator(s) from others (such as parents and citizens), unless the unit member is first given notice, and files an opportunity to review and comment, including the right to enter his/her written comments into the records. Prior to a complaint being referenced in an evaluation, it shall follow departmentbe placed in writing and presented to the bargaining unit member, or who shall be given an opportunity to review and respond to the complaint as described in this article.
12.8 Directed assistance shall be provided, if determined appropriate by the evaluator(s). A unit protocols established for evaluating instruction. Archived materials member may not be used for evaluating instruction except request directed assistance to correct identified deficiencies.
12.9 The unit member shall have the right to review and respond to any derogatory evaluation in accordance with established department, division, or Section 12.11.2.

All observations must be based on the four (4) core curricular areas and/or the teacher’s credentialed single subject area.

h. Probationary/Temporary Bargaining Unit Members (Breakthrough Plan)
(1) The Probationary/Temporary Bargaining Unit Member shall have two (2) years to be evaluated in the six (6) domains of the Observation Rating Form Observation Report (TPE-2 & 2A).
(2) In the first year of evaluation, all six (6) domains shall be observed by the evaluator during the last Observation Rating Form.
(3) Prior to the first Observation Report of each unit member except: ayear, the Probationary/Temporary Bargaining Unit Member in cooperation with the evaluator shall select two (2) those unit members whose service of the six (6) Domains (1) selected by the Bargaining Unit Member and (1) selected by the evaluator). Prior to the second observation, two (2) additional domains will cease at be identified to be observed.
(4) All remaining Domains shall be observed and evaluated by the evaluator by the end of the current academic or fiscal second year need not be evaluated; and b) any unit member having the rank of Professor with tenure and any unit member having the rank of Extension Educator with continuing contract shall be evaluated by the department, division or other appropriate unit every four (4) years, or more frequently upon written request of the unit member. Evaluation Procedure. Evaluations, covering items a. through d. in paragraph 15.1 above.
a. Bargaining Unit Members to be evaluated during a particular school year shall be furnished a copy of the evaluation procedures, rubric, and expectations and will be notified of the identity of their evaluator no later than 30 calendar days from the first student attendance day of the year or first work day of the Bargaining Unit Member.
b. The bargaining unit members being evaluated and the evaluator shall meet no later than 30 calendar days from the first student attendance day or the first work day of the year to discuss:
(1) Procedures and expectations for completing Pre-Classroom Observation Data Sheet.
(2) Evaluator's expectations of the Bargaining Unit Member ("requirements” to receive a rating of Meets Standards) and the Observation Rating Form.
c. A Bargaining Unit Member shall have the right to request an alternate evaluator. Each departmentThe request will be evaluated and granted by the District and the alternate evaluator will be assigned by the District. This request must be made within the first 30 calendar days in accordance with above. The alternate evaluator will not discuss the evaluation with the former evaluator prior to, division during, or other appropriate unit after the evaluation process.
d. The Bargaining Unit Member shall conduct annual evaluations have the right to identify any constraints which the Bargaining Unit Member believes may inhibit his/her ability to meet the expectations and procedures established.
e. There shall be at least one (1) formal classroom observation for each Permanent Bargaining Unit Member and three (3) for each Probationary and Temporary Bargaining Unit Member recorded on the Observation Rating Form. A Bargaining Unit Member may request additional observations to replace an unsatisfactory observation.
f. The Probationary/Temporary Bargaining Unit Member shall select the subject area for the first and third classroom observations and the evaluator shall select the subject area for the second classroom observation. The Permanent Bargaining Unit Member shall select the subject area for the observation. 7. For those hired on or after July 1, 2022, Senior Lecturers receiving their first quadrennial review (year 10) following achievement of just cause status shall be promoted to Principal Lecturer if they receive at least a satisfactory review emphasizing demonstrated contributions in accordance with the departmental evaluation criteria as developed pursuant to this Article. Promotion shall not be unreasonably denied. In the event of promotion to Principal Lecturer, the unit member shall receive salary increases according to the provisions in Article 20(D)(3), in addition to any other increases in accordance with this Agreement. In the event a unit member is not promoted to Principal Lecturer, consideration for promotion shall occur in subsequent quadrennial reviews consistent with this provision. This promotional amount shall not reduce the amount otherwise available for quadrennial review nor shall the awarding of the promotional amount reduce the amount awarded for stellar performance, salary compression, and/or equity.
