ENACTMENT. It is agreed that the foregoing shall be jointly submitted to the City Council by the City Administrator and the Union for the City Council’s consideration and approval by resolution. Upon such approval, this resolution shall supersede and control over conflicting or inconsistent City resolutions, regulations or policies.
