Creation of New Positions and Re. Classification of Positions The BOARD reserves to itself the prerogative of creating new positions and re- classifying positions, and such prerogative shall include establishing the duties that such unit positions shall carry. However, the BOARD agrees that before establishing any wages, hours, or other terms and conditions of employment for such unit positions, it shall bargain with the FEDERATION on such matters, provided it is obligated to do so by law.
