Core Requirements. HMPPS PSG/FPS will provide a clinical placement supervisor (Forensic Psychologist) for the day-to-day supervision of the FPiT’s practice and will subsequently be able to countersign their work. The Provider/s will supply all other input to ensure the FPiT meets the requirements of the qualification and gains registration with the HCPC. The Provider/s will ensure that any academic supervisors or co-ordinators of training (non- HMPPS) are HCPC registered Forensic Psychologists. For taught research modules, the training can also be provided by an academic with a doctoral level research degree although all FPiT submissions, including the research element of the qualification, must be assessed for competence by a HCPC registered Forensic Psychologist. The period of enrolment on the qualification should allow for FPiTs to qualify within three years from the point of enrolment with an upper time limit not exceeding four years. Any deferrals for exceptional personal circumstances must be agreed with HMPPS PSG/FPS and will not be included in the calculated period of enrolment. Examples include maternity/paternity, long-term illness, adoption leave. The Provider/s will not use deferrals for the purpose of skills/ competency development. The Provider/s will ensure an adverse impact assessment is completed, and reasonable action taken to address any issues identified to ensure that those with protected characteristics are not disadvantaged by the qualification. The Provider/s will ensure a minimum of at least two enrolment points within a calendar year and should Provider/s be available for the first intake from 1st September 2025 or at latest by October 2025 (subject to change by the Authority). For the avoidance of doubt, we would expect a minimum of one enrolment from January 2029 to 30th April 2029 The Provider/s will ensure that those registering on the qualification have a formal induction within six weeks of enrolment. The Provider/s will ensure that any work submitted by HMPPS employees is assessed and the results confirmed within 10 weeks of submission. Where a resubmission is required, this will be assessed within four weeks of re-submission. Where the trainee is assessed as competent following the final submission, the Provider/s will inform the HCPC of eligibility for registration within 2 weeks. The Provider/s will ensure that HCPC registered Forensic Psychologists will undertake the assessment of all work submitted by FPiTs. The Provider/s will supply training to all HMPPS supervisors to enable them to undertake the role of Clinical Supervisor for the duration of the qualification. Where the design of the qualification is such that the Provider/s delivers additional training (e.g. lectures or workshops), the Provider/s should look to offer various forms of delivery to reduce the necessity of FPiTs to travel and therefore reducing costs to HMPPS PSG/FPS and reducing the carbon footprint. The Provider/s should cover the costs associated with any training materials necessary for the completion of the qualification. This includes (but not limited to) provision of the qualification handbook, course documentation, journal articles (online or print version). The Provider/s will supply HMPPS with monitoring data for all FPiTs on a quarterly basis or when requested for HMPPS PSG/FPS to monitor the progress of those engaging in the qualification. The Provider/s will ensure that an annual review of progress is conducted and there is a formal meeting held with a representative of the Provider/s’s organisation (who must be a Forensic Psychologist) and the HMPPS Clinical Supervisor. The Provider/s must ensure that there is a secure online process for the submission of work/ assessments from the FPiT to the Provider/s. The Provider/s will ensure that any computer platforms used for the delivery and administration of the qualification are compliant with MoJ infrastructure requirements (see section 6). The provider will • Ensure all FPiT receive their results following assessment within the agreed timescales. • Ensure the FPiTs Co-ordinating Supervisor is also be provided with a copy of the results at the same time as the FPiT so that appropriate support can be provided. • Share all results with HMPPS PSG/FPS regarding FPiT progress including whether Competence is Demonstrated or whether Competence has Not Yet Been Demonstrated (CNYD) so that FPiT, CS and contract progress can be monitored. To be provided to regional lead Psychologists and the PSG/FPS Psychology operational delivery hub. • Ensure a list of individuals with concerns is provided to HMPPS senior managers in relation to the FPIT progress outcomes. • Ensure HMPPS PSG/FPS are provided with information pertaining to adhere to timeframe for assessment. Ensure HMPPS PSG/FPS are provided with information pertaining to adherence to timeframe for completion of the qualification. • Ensure robust and auditable procedures for logging, investigating, managing, escalating and resolving complaints or problems initiated by the Authority and/or its employees are in place. • The procedure shall allow for the identification and tracking of individual complaints from initiation to resolution. • Attend quarterly contract review meetings. • The Provider/s must ensure results are shared within 10 weeks of FPiT submission. • Formal Induction should be completed within 6 weeks of FIPTs enrolling and starting on the course. • The Provider/s must submit compliant and accurate invoices to the Authority. • Completion of the qualification to HCPC registration should be within a maximum of four years (excluding any exceptional breaks in study) • All FPiT assessments of competence for the QFP are undertaken by Forensic Psychologists • Where the trainee is assessed as competent following the final submission, the Provider/s will inform the HCPC of eligibility for registration within 2 weeks. • Where required FPiT should be able to make a resubmission within 2 weeks or up to one year after receiving results. On receipt of resubmission the Provider/s will assess and inform the FPiT of the outcome within 4 weeks. The Provider/s will ensure all obligations are met in accordance with the Equalities Act 2010. The Provider/s must be able to deliver the qualification in house and not by a third party. At the current time, HMPPS PSG/FPS support over 300 FPiTs in undertaking a Stage 2 qualification. As FPiTs qualify and register with the HCPC, they will likely move into Registered Psychologist posts within HMPPS PSG/FPS. As the number of Registered Psychologists moves nearer to the staffing benchmark, the requirement for large numbers of FPiTs may reduce. All resubmissions and reassessments should be included in the total cost per learner. The contract will be non-exclusive, and the Authority does not guarantee volumes. Indicative volumes provided are subject to fluctuation, future policy change and budgetary constraints. To be registered as a Forensic Psychologist with the HCPC.
