CLEC Duties. CLEC Each party shall have the duty to afford access to the its poles, ducts, conduits and rights-of-way of CLEC telecommunications services to Qwest the other party on rates, terms, and conditions that are consistent with 47 U.S.C. §§Section 224 & 251(b)(4) and applicable FCC orders and regulations or state rules, and further, CLEC shall provide reasonable access to poles, ducts and conduits, and right of way when feasible and when access is necessary for Qwest to provide service as may be set forth in 47 U.S.C. §251(b)(4), applicable FCC orders and regulations or state rules.
