Balancing Overtime Opportunities. Overtime shall be balanced as closely as possible on a yearly basis. Overtime offered and refused shall be charged to the employee. A written record shall be retained of all overtime offered, refused and/or worked and shall be available for inspection by an Employee and/or an OPBA designated representative upon request.
