APPRENTICESHIP. 14.1 The City of Seattle, Washington Standards of Apprenticeship developed by the City of Seattle Joint Apprenticeship Training Committee are hereby recognized. This conforms to the provisions of the City Charter. Both City Light and the Union recognize that the Washington State Apprentice and Training Council (herein after referred to as the WSATC) has the authority to develop, administer and enforce apprenticeship program standards for the operation and success of apprenticeship and training programs and may change its rules, policy, and/or administrative practices. Upon WSATC notification of those changes, such rules, policy and/or administrative practices shall be recognized as part of this Agreement unless specifically addressed under Section 14.2. 14.2 Application of the standards and detailed procedure for the operation of the program, (including, but not limited to, work processes, apprentice rotation, changes to work schedule and administrative standards as defined in WAC 296-05-003), shall be worked out by the Electrical Crafts Apprenticeship Committee (herein after referred to as the ECAC), recommended to the City of Seattle Joint Apprenticeship Training Committee (herein after referred to as the JATC), and, when approved by the JATC, be recognized as a part of this Agreement. The areas and hours of training for all the apprenticeships may be changed upon recommendation of the ECAC and approved by the JATC and the WSATC. 14.3 Rules, regulations and requirements concerning Apprentices shall be furnished to employees, and will be made available as provided in Section 25.1 of Article 25. 14.4 All apprentices who have passed the journey level exam and satisfactorily completed the requirements for the Apprentice Program shall be granted journey level classification and status. Classification seniority for bidding purposes shall begin one (1) calendar year previous to the day the apprentice completes his/her apprenticeship. This Section does not guarantee any employment right beyond that of any other employee in the Bargaining Unit. In cases where two (2) or more apprentices complete the program simultaneously, the following criteria shall be used to break ties, in the following descending order: a. Seniority in classification (per Schedule "A" title) b. Seniority in City Light Department c. Examination score d. Seniority in City of Seattle e. Such other criteria as established by the Joint Labor Management Committee, in the event that there is still a tie between two or more bidders for the same specific purpose. 14.5 The following rules, some of which are covered in the City of Seattle Apprenticeship Standards, apply: a. Lineworker Apprentices 1. Lineworker Apprentices (Period 1 through 5) where practical, should be rotated from crew to crew approximately every three (3) months or more often; those in Period 6 and 7, where practical, approximately every six (6) months or more often. 2. Lineworker Apprentice training shall include the type of work reflected in the Standards of Apprenticeship adopted by the JATC, approved by the WSATC, October 22, 2004, Work Processes section, Lineworker subsection, or most current version. 3. Lineworker Apprentices shall be required to practice and be trained in safe and proper climbing techniques, and pole-top and vault rescue. 4. Unless decided otherwise pursuant to 14.1 and 14.2 above, Lineworker Apprentices shall be given adequate climbing instruction with a minimum of forty (40) hours (one week), but not to exceed eighty (80) hours (two weeks), before beginning work with the crews. This training shall be during regular working hours.

(a) All Apprentice applicants shall be examined at the Graphic Arts Training Institute of Apprenticeship developed B.C. training facilities by the City Educational Director and the Instructor in the branch of Seattle Joint Apprenticeship Training Committee are hereby recognizedthe trade in which the Apprentice is to be trained prior to employment and the results of such examination shall be of prime consideration in choosing the Apprentice. This conforms Except the review procedure for applicants for Apprenticeships under the terms and conditions of Article 15.02 (d), (e) and (f), the performance of the applicants will be discussed with the pressmen under whose direction the applicants have worked. The results of these discussions will be of prime consideration in the selection process. Unsuccessful applicants shall be advised by the Employer.
(b) Apprentices shall not be required to perform any work not related to the provisions branch of the City Chartertrade to which they are indentured except as provided within this Article 15, or in the case of emergency and then only on production or related work. Both City Light and the The Union recognize that the Washington State Apprentice and Training Council (herein after referred to as the WSATC) has the authority to develop, administer and enforce apprenticeship program standards for the operation and success of apprenticeship and training programs and may change its rules, policy, and/or administrative practices. 14.2 Application (c) Pre-Press Apprentices shall receive adequate training as approved by the Trustees of the standards and detailed procedure for the operation G.A.T.I. of B.C. in all job functions within their branch of the programtrade, (includingincluding both the conventional and electronic areas. The functions to be covered in conventional Pre-Press must include stripping and assembly, camera work, platemaking and all forms of mechanical imposition. In the electronic Pre-Press area the Apprentice must become proficient in using all pieces of hardware and software including but not limited to: scanning and image manipulation, work processesart creation, apprentice rotationpage layout, changes to work schedule trapping, imposition, and administrative standards as defined in WAC 296-05-003)output. Such training, whenever possible, shall be worked out by the Electrical Crafts Apprenticeship Committee (herein after referred to as the ECAC), recommended to the City in periods of Seattle Joint Apprenticeship Training Committee (herein after referred to as the JATC), and, when approved by the JATC, be recognized as a part of this Agreement. The areas and hours of training for all the apprenticeships may be changed upon recommendation of the ECAC and approved by the JATC and the WSATC.
14.3 Rules, regulations and requirements concerning Apprentices shall be furnished to employees, and will be made available as provided in Section 25.1 of Article 25.
14.4 All apprentices who have passed the journey level exam and satisfactorily completed the requirements for the Apprentice Program shall be granted journey level classification and status. Classification seniority for bidding purposes shall begin not less than one (1) calendar year previous continuous week at a time and should be timed where possible to coincide with related training courses being taken at the day G.A.T.I. of B.C. in the apprentice completes his/her apprenticeshipvarious Pre-Press job functions. This Section It is recognized that a Pre-Press Apprentice might not be able to be trained in a specific job function as outlined above because the Employer does not guarantee any employment right beyond that of any other employee in have the Bargaining Unitrequired equipment. In these cases where two (2) the Apprentice will receive the training available at the G.A.T.I. of B.C. or more apprentices complete if not available at G.A.T.I. of B.C. at another recognized local training institution. In these cases the program simultaneously, Employer agrees to pay the following criteria shall be used to break ties, in full cost of tuition providing the following descending order:
a. Seniority in classification (per Schedule "A" titleEmployee successfully completes the course(s)
b. Seniority in City Light Department
c. Examination score
d. Seniority in City of Seattle
e. Such other criteria as established by the Joint Labor Management Committee, in the event that there is still a tie between two or more bidders for the same specific purpose.
14.5 The following rules, some of which are covered in the City of Seattle Apprenticeship Standards, apply:
a. Lineworker Apprentices
1. Lineworker Apprentices (Period 1 through 5d) where practical, should be rotated from crew to crew approximately every three (3) months or more often; those in Period 6 and 7, where practical, approximately every six (6) months or more often.
2. Lineworker Apprentice training shall include the type of work reflected in the Standards of Apprenticeship adopted by the JATC, approved by the WSATC, October 22, 2004, Work Processes section, Lineworker subsection, or most current version.
3. Lineworker All offset press Apprentices shall be required drawn from Journeyman feeder operators (offset). If a suitable applicant is not available in the Plant in which the Apprentice is to practice and be trained indentured, then one shall be chosen from among the Journeyman feeder operators available through the Union. An Employee's wages shall not be reduced when moved to an Apprenticeship in safe and proper climbing techniques, and pole-top and vault rescuethe Plant in which he is employed.
4(e) All letterpress Apprentice pressmen shall be drawn from Journeymen feeder operators (L/t/p). Unless decided otherwise pursuant An Employee's wages shall not be reduced when moved to 14.1 an Apprenticeship in the Plant in which he is employed.
(f) All offset Apprentice feeder operators shall be drawn from press helpers. If a suitable applicant is not available in the Plant in which the Apprentice is to be indentured, then one shall be chosen from among the press helpers available through the Union. An Employee's wages shall not be reduced when moved to an Apprenticeship in the Plant in which he is employed.
(g) All members including press helpers and 14.2 above, Lineworker Apprentices general production workers shall be given adequate climbing instruction with first consideration for Apprenticeship in all other branches of the trade.
(h) Any Employees engaged in shipping, receiving, warehousing or material handling may apply for an Apprenticeship vacancy in another area of the Union jurisdiction. Should such Employee be chosen to fill such a minimum vacancy, they shall retain their current basic straight time day rate of forty (40) hours (one week)pay until such time as the Apprenticeship rate of pay, but not if lower, is equal to exceed eighty (80) hours (two weeks)that which they earned as an Employee in the shipping, before beginning work with receiving, warehousing or material handling Departments, at which time the crewsnormal provisions of Apprenticeship wage progression shall become effective. APPRENTICESHIP. 14.1 The City Section 1. All duly qualified Apprentices shall be under the supervision and control of Seattlea Joint Apprenticeship and Training Committee (JATC) composed of six (6) members, Washington Standards three (3) of Apprenticeship developed whom shall be selected by the City Employer, and three (3) by the Union. Said JATC shall formulate and make operative such rules and regulations as they may deem necessary and which do not conflict with the specific terms of Seattle Joint Apprenticeship Training Committee are hereby recognized. This conforms this Agreement, to govern eligibility, registration, education, transfer, wages, hours, working conditions of duly qualified Apprentices and the provisions operation of an adequate Apprentice system to meet the needs and requirements of the City Chartertrade. Both City Light Said rules and regulations when formulated and adopted by the Union recognize that the Washington State Apprentice and Training Council (herein after referred to as the WSATC) has the authority to develop, administer and enforce apprenticeship program standards for the operation and success of apprenticeship and training programs and may change its rules, policy, and/or administrative practices. 14.2 Application Section 2. The JATC Trust Fund designated herein shall serve for the life of this Agreement except that vacancies in said JATC caused by resignation or otherwise, may be filled by either party hereto, and it is hereby mutually agreed by both parties hereto, that they will individually and collectively cooperate to the extent that duly qualified Apprentices be given every opportunity to secure proper technical and practical education experience in the trade, under the supervision of the standards JATC.
(a) The parties will review the needs for specialized and detailed procedure for the operation of the program, (including, but not limited to, work processes, apprentice rotation, changes skill-upgrade training and cooperate to work schedule and administrative standards as defined in WAC 296-05-003), shall establish necessary programs that will then be worked out by the Electrical Crafts Apprenticeship Committee (herein after referred to as the ECAC), recommended to the City of Seattle Joint Apprenticeship Training Committee (herein after referred to as the JATC), and, when approved supervised by the JATC, be recognized as a part of this Agreement.

In cases where two (2) or more apprentices complete the program simultaneously, the following criteria shall be used to break ties, train Apprentices or Journeypersons who will be employed by Employers in the Sheet Metal Industry not signatory to a collective bargaining agreement providing for contributions to the International Training Institute and a local JATC. Therefore, the Trustees of the International Training Institute and local JATC shall adopt and implement an Education Loan Agreement Program which will require Apprentices and Journeypersons employed by Signatory Employers to repay the cost of training either by service following descending order:
a. Seniority in classification (per Schedule "A" title)
b. Seniority in City Light Department
c. Examination score
d. Seniority in City training within the Union sector of Seattle
e. Such other criteria as established the industry or by actual repayment of the Joint Labor Management Committee, cost of training if the individual goes to work for a non- signatory Employer in the event that there is still a tie between two or more bidders for the same specific purpose.
14.5 Sheet Metal Industry. The following rules, some cost of which are covered in the City of Seattle Apprenticeship Standards, apply:
a. Lineworker Apprentices
1. Lineworker Apprentices (Period 1 through 5) where practical, should be rotated from crew to crew approximately every three (3) months or more often; those in Period 6 and 7, where practical, approximately every six (6) months or more often.
2. Lineworker Apprentice training shall include the type reasonable value of work reflected all International Training Institute and local JATC materials, facilities and personnel utilized in training. If a local JATC does not implement the Standards of Apprenticeship adopted by Education Loan Agreement, the JATC, approved by the WSATC, October 22, 2004, Work Processes section, Lineworker subsection, or most current versionlocal JATC shall be prohibited from utilizing International Training Institute materials and programs.
3Section 4. Lineworker Apprentices An Employer will not be entitled to a new Apprentice if the Employer has an Apprentice on layoff for lack of work.
Section 5. All applicants for Apprenticeship shall be required to practice and be trained in safe and proper climbing techniques, and pole-top and vault rescue.
4. Unless decided otherwise at least eighteen (18) years of age pursuant to 14.1 and 14.2 above, Lineworker Apprentices shall be given adequate climbing instruction with a minimum of forty New York State Labor Laws (40) hours (one week), but not to exceed eighty (80) hours (two weeks), before beginning work with the crews. APPRENTICESHIP. 14.1 The City 13.1 For the duration of Seattlethis Agreement, Washington Standards and any renewals or extensions thereof, the
a) For each hour, for which an employee receives pay, the Employer shall contribute the sum indicated in the attached wage schedule “A” for the JATTF and FTI. All funds shall be contributed in the manner and at the times specified in Article 11 PAYMENTS TO TRUST.
b) Should the apprenticeship board of Apprenticeship developed trustees determine an increase in contribution is necessary, the Employers agree to contribute additional funds as requested by the City board of Seattle Joint trustees. Contribuions shall be paid on behalf of any employee starting with the employee’s first day of employment in a job classification covered by this Agreement.
13.2 The members of the JATTF, having set up a program for the handling of an Apprenticeship Training Committee are hereby recognized. This conforms system, have referred the program to the provisions of the City Charter. Both City Light and the Union recognize that the Washington State Apprentice and Training Council (herein after referred to as the WSATC) has the authority to develop, administer and enforce apprenticeship program standards for the operation and success of apprenticeship and training programs and may change its rules, policy, and/or administrative practices. Upon WSATC notification of those changes, such rules, policy and/or administrative practices shall be recognized as part of this Agreement unless specifically addressed under Section 14.2.

It shall be the duty of this Committee to work out rules and regulations for the control of Apprentices in the Glazing Industry of Southern Nevada and decide all complaints having to do with Apprentices.
13.3 New Apprentices: ▇▇▇▇▇▇▇ apprentices shall be accepted by the Local JATC under the terms and conditions heretofore approved by the JATC, State of Nevada Bureau of Apprentice Training. Pension benefits will be recognized as a part paid at the rates detailed in the attached Wage Schedule A of this Agreement.
13.4 All apprentices entering the trade after the effective date of this Agreement shall be bound to their Employer and/or Local JATC by contract in writing for a period of five (5) years.
13.5 All Employers signatory do hereby agree to comply with and shall be entitled to all the provisions of the Agreement and declaration of trust, which has been executed by the parties hereto. The areas signatory Employers further agree to accept the management trustees appointed by the representatives on said Local JATC.
13.6 The Local JATC, through the Agreement and hours Declaration of Trust and through the Apprenticeship and Journeyman Training Standards, shall establish the Journeyman Apprenticeship Ratio.
13.7 Employers and the Union agree that all apprentices working at the trade shall attend vocational school established for the training for of said apprentices and assist in enforcement of all rules and regulations now in effect or hereinafter adopted by the apprenticeships may Local JATC.
13.8 All apprentices failing to attend class where schools are established on night or day designated by the Local JATC, except by legitimate excuse, shall be changed upon recommendation immediately removed from their work by an authorized Representative of the ECAC Local JATC and/or Local Union and approved by shall not be permitted to return to work until a hearing has been held before the Local JATC and the WSATCmatter settled to the satisfaction of said Committee.
14.3 Rules, regulations and requirements concerning Apprentices shall be furnished to employees, and will be made available as provided in Section 25.1 of Article 25.

APPRENTICESHIP. 14.1 15.01 Employment of Apprentices shall be on the basis of not more than one (1) Apprentice for each one (1) Journeyman, with the exception of all projects involving tear off, removal, roof maintenance or roof repair work, for all processes, the apprentice to journeyman ratio shall not be more than 2 apprentices to one Journeyman. For this ratio to apply on crews of 6 or less, 50% of the assigned apprentices must be at or above the third step of progression. Provided this ratio shall not apply to a recover project that only involves removing membrane flashing or sheet metal flashing. The City of Seattle, Washington Standards of Apprenticeship developed for ▇▇▇▇▇▇ County Roofers Apprenticeship Committee set forth in the Washington State Administrative Code (WAC) in effect on the date this agreement is signed shall be attached to and become a part of this Agreement and shall supersede any provisions in the Agreement that are contrary to the WAC. However, the ratio of Apprentices to Journeyman may be increased by the City of Seattle ▇▇▇▇▇▇ County Roofer’s Joint Apprenticeship Training Committee are hereby recognized. This conforms to the provisions of the City Charter. Both City Light and the Union recognize that as approved by the Washington State Apprentice and Apprenticeship Training Council (herein after referred Council. 15.02 The registered Indentured Apprentices shall receive all fringe benefits as outlined in Article VII. 2. Lineworker Apprentice training shall include the type of work reflected in the Standards of Apprenticeship adopted by the JATC, approved by the WSATC, October 22, 2004, Work Processes section, Lineworker subsection, or most current version.
3. Lineworker Apprentices shall be required to practice and be trained in safe and proper climbing techniques, and pole-top and vault rescue.
4. 14.3 Rules, regulations and requirements concerning First year Apprentices shall be furnished steadily employed unless circumstances prevail which are beyond the control of the Employer, subject to employees, and will be made available as provided in Section 25.1 the approval of Article 25the JATC.
14.4 All apprentices who have passed the journey level exam and satisfactorily completed the requirements for the Apprentice Program shall be granted journey level classification and statusSection 2. Classification seniority for bidding purposes shall begin An Employer of five (5) or more Journeypersons is to employ at least one (1) calendar year previous Apprentice unless his or her right to train Apprentices has been revoked by the JATC. This shall not limit the obligation of the Employer to train Apprentices in the proper ratio to the day the apprentice completes his/her apprenticeship. This Section does not guarantee any employment right beyond that total number of any other employee Journeypersons in the Bargaining Unitshop, as outlined in this Agreement or in the Apprenticeship and Training Standards nor shall it be construed to replace Journeypersons in a shop when substantial unemployment exists in the area of the Local Union or District Council.
Section 3. In cases where No Employer shall be permitted to employ more than one (1) Apprentice to each three (3) Journeymen.
Section 4. The Apprenticeship training shall be in accordance with Standards approved by the State Division of Apprenticeship Standards.
Section 5. No Apprentice with less than two (2) or more apprentices complete years of experience on the program simultaneously, the following criteria job shall be used permitted to break ties, in the following descending order:
a. Seniority in classification (per Schedule "A" title)
b. Seniority in City Light Department
c. Examination score
d. Seniority in City of Seattle
e. Such other criteria as established by the Joint Labor Management Committee, in the event that there work on a job unless a Journeyman is still a tie between two or more bidders for the same specific purposeworking on said job.
14.5 The following rulesSection 6. All Apprentices, some after serving one and one-half (1 1/2) years of which are covered in their apprenticeship, shall have the City right to elect, subject to the approval of Seattle Apprenticeship Standardsthe JATC, apply:
a. Lineworker Apprentices
1. Lineworker Apprentices to engage for two (Period 1 through 52) where practical, should be rotated from crew to crew approximately every three (3) months or more often; those in Period 6 and 7, where practical, approximately every six (6) months or more oftenmonth periods in any specialized phases of the Painting Industry. Apprentices who are approved for the specialized instruction shall be indentured for the two (2) six (6) month periods as outlined above to Employers who are engaged in the special field selected.
2. Lineworker Apprentice (a) This specialized on the job training shall include not conflict with the type existing Apprentice Program governing school attendance, class instruction, or other programs of work reflected in the Standards of Apprenticeship adopted JATC.
(b) No Apprentice shall be allowed to drop his Apprentice Card and take out or apply to the Union for a Journeyman’s Card, unless permission has been granted by the JATC, approved by the WSATC, October 22, 2004, Work Processes section, Lineworker subsection, or most current version.
3Section 7. Lineworker No Apprentice shall be sent to out-of-town work that will interfere or prohibit him from attending school classes or appearing before the JATC after due notice has been given.
Section 8. Apprentices shall be required indentured only to practice Employers operating under a State of California Painting Contractor’s License (now classified C-33) and be trained which engage in safe general painting; except when indentured for the specialized phase instruction provided for elsewhere in this Article, or when indentured to the JATC. This section is not intended, however, to exclude municipal or political institutions and proper climbing techniques, and polesub-top and vault rescuedivisions.
4Section 9. Unless decided otherwise pursuant An automatic penalty of five hundred dollars ($500.00) will be imposed on any Employer who does not allow an Apprentice to 14.1 attend school and 14.2 aboveworks said Apprentice during the week assigned to him/her. If there is a second offense by the same Employer, Lineworker Apprentices shall they will not be given adequate climbing instruction with allowed to have a minimum new Apprentice for a period of forty twelve (4012) hours (one week), but not months. SECTION 5.02 All JATC member appointments, re-appointments, and acceptance of appointments shall be granted journey level classification and statusin writing. Classification seniority Each member shall be appointed for bidding purposes a 3 year term, unless being appointed for a lesser period of time to complete an unexpired term. The terms shall begin be staggered, with one (1) calendar year previous term from each side expiring each year. JATC members shall complete their appointed term unless removed for cause by the party they represent or they voluntarily resign. All vacancies shall be filled immediately. The JATC shall select from its membership, but not both from the same party, a Chairman and a Secretary who shall retain voting privileges. The JATC will maintain one (1) set of minutes for JATC committee meetings and a separate set of minutes for Trust meetings. The JATC should meet on a monthly basis, and also upon the call of the Chairman.
SECTION 5.03 Any issue concerning an apprentice or an apprenticeship matter shall be referred to the day JATC for its review, evaluation, and resolve; as per standards and policies. If the apprentice completes his/her JATC deadlocks on any issue, the matter shall be referred to the Labor Management Committee for resolution as outlined in Article I of this agreement; except for trust fund matters, which shall be resolved as stipulated in the local trust instrument.
SECTION 5.04 There shall be only one (1) JATC and one (1) local apprenticeship and training trust. The JATC may, however, establish joint subcommittees to meet specific needs, such as residential or telecommunications apprenticeship. This Section does The JATC may also establish a subcommittee to oversee an apprenticeship program within a specified area of the jurisdiction covered by this agreement. All subcommittee members shall be appointed, in writing, by the party they represent. A subcommittee member may or may not guarantee any employment right beyond that be a member of any the JATC.
SECTION 5.05 The JATC may select and employ a part-time or a full-time Training Director and other employee in the Bargaining Unitsupport staff, as it deems necessary. In cases where two (2) or more apprentices complete considering the program simultaneouslyqualification, duties and responsibilities of the Training Director, the following criteria shall be used to break ties, in JATC should review the following descending order:

a. Lineworker Apprentices
1. Lineworker Apprentices (Period 1 through 5) where practical, should be rotated from crew to crew approximately every three (3) months or more often; those in Period 6 and 7, where practical, approximately every six (6) months or more often.
2. Lineworker Apprentice training shall include the type of work reflected in the Standards of Apprenticeship adopted by the JATC, approved as the program sponsor, shall have full authority for issuing all job training assignments and for transferring apprentices from one employer to another. The employer shall cooperate in providing apprentices with needed work experiences. The local union referral office shall be notified, in writing, of all job training assignments. If the employer is unable to provide reasonable continuous employment for apprentices, the JATC is to be so notified.
SECTION 5.07 All apprentices shall enter the program through the JATC as provided for in the registered apprenticeship standards and selection procedures. An apprentice may have their indenture canceled by the WSATC, October 22, 2004, Work Processes section, Lineworker subsectionJATC at any time prior to completion as stipulated in the registered standards. Time worked and accumulated in apprenticeship shall not be considered for local union referral purposes until the apprentice has satisfied all conditions of apprenticeship. Individuals terminated from apprenticeship shall not be assigned to any job in any classification, or most current versionparticipate in any related training, unless they are reinstated in apprenticeship as per the standards, or they qualify through means other than apprenticeship, at some time in the future, but no sooner than two years after their class has completed apprenticeship, and they have gained related knowledge and job skills to warrant such classification.
3SECTION 5.08 The JATC shall select and indenture a sufficient number of apprentices to meet local manpower needs. Tests may include areas such as reading, comprehension, computer literacy, writing ability, inspections, process monitoring, problem solving, accuracy, checking, mechanical/electrical aptitude, spatial relations and 7, where practical, approximately every shop math.
(c) Develop standard interview questions and techniques for the purpose of Section 2 (f) below.
(d) Develop self-evaluation tests.
(e) Develop appropriate physical requirements for each trade for the purpose of Section 2 (g) below.
(f) Provide guidance and assistance to the Company and the Union.
(g) Monitor and analyze the success rate of the Apprentices.
(h) Make a progress report to the bargaining committee six (6) months or more oftenfollowing its establishment and each six (6) months thereafter.
Section 2. Lineworker Apprentice training shall include the type of work reflected : Apprenticeship Selection
(a) Apprenticeship positions will be posted in the Standards of Apprenticeship adopted by the JATC, approved by the WSATC, October 22, 2004, Work Processes section, Lineworker subsection, or most current versionaccordance with regular job posting procedures.
3(b) Tests recommended for self-evaluation will be made available to employees on request. Lineworker Apprentices Failure to take such tests shall be required to practice and be trained in safe and proper climbing techniques, and pole-top and vault rescuenot jeopardize an employee’s application for Apprenticeship.
4(c) All candidates for the apprenticeship will be provided with an overview of the requirements of the Apprenticeship Program and the expectations of the respective Tradesperson position.
(d) Formal apprenticeship selection testing will be done in an appropriate facility. Unless decided otherwise pursuant to 14.1 A Union representative will be present when the tests are given and 14.2 above, Lineworker Apprentices shall be given adequate climbing instruction with a minimum marked.

All subcommittee members shall be appointed, in writing, by the party they represent. A subcommittee member may or may not be a member of the JATC.
SECTION 5.05 The JATC may select and employ a part-time or a full-time Training Director and other support staff, as it deems necessary. In considering the qualification, duties and responsibilities of the Training Director, the JATC should review the Training Director's Job Description provided by the NJATC. All employees of the JATC shall serve at the pleasure and discretion of the JATC.
SECTION 5.06 To help ensure diversity of training, provide reasonable continuous employment opportunities and comply with apprenticeship rules and regulations, the JATC, as the program sponsor, shall have full authority for issuing all job training assignments and for transferring apprentices from one employer to another. The employer shall cooperate in providing apprentices with needed work experiences. The local union referral office shall be notified, in writing, of all job training assignments. If the employer is unable to provide reasonable continuous employment for apprentices, the JATC is to be so notified.
SECTION 5.07 All apprentices shall enter the program through the JATC as provided for in the registered apprenticeship standards and selection procedures. An apprentice may have their indenture canceled by the JATC at any time prior to completion as stipulated in the registered standards. Time worked and accumulated in apprenticeship shall not be considered for local union referral purposes until the apprentice completes his/her has satisfied all conditions of apprenticeship. This Individuals terminated from apprenticeship shall not be assigned to any job in any classification, or participate in any related training, unless they are reinstated in apprenticeship as per the standards, or they qualify through means other than apprenticeship, at some time in the future, but no sooner than two years after their class has completed apprenticeship, and they have gained related knowledge and job skills to warrant such classification.
SECTION 5.08 The JATC shall select and indenture a sufficient number of apprentices to meet local manpower needs. The JATC is authorized to indenture the number of apprentices necessary to meet the job site ratio as per Section does 5.12.
SECTION 5.09 Though the JATC cannot guarantee any employment right beyond that number of any other employee in the Bargaining Unit. In cases where two (2) or more apprentices complete the program simultaneouslyapprentices; if a qualified employer requests an apprentice, the following criteria JATC shall make every effort to honor the request. If unable to fill the request within ten (10) working days, the JATC shall select and indenture the next available person from the active list of qualified applicants. An active list of qualified applicants shall be used to break ties, in the following descending order:
a. Seniority in classification (per Schedule "A" title)
b. Seniority in City Light Department
c. Examination score
d. Seniority in City of Seattle
e. Such other criteria as established maintained by the Joint Labor Management Committee, in JATC as per the event that there is still a tie between two or more bidders for the same specific purposeselection procedures.
14.5 The following rules, some of which are covered in the City of Seattle Apprenticeship Standards, apply:
a. Lineworker Apprentices
1. Lineworker Apprentices (Period 1 through 5) where practical, should be rotated from crew to crew approximately every three (3) months or more often; those in Period 6 and 7, where practical, approximately every six (6) months or more often.
2. Lineworker Apprentice training shall include the type of work reflected in the Standards of Apprenticeship adopted by the JATC, approved by the WSATC, October 22, 2004, Work Processes section, Lineworker subsection, or most current version.
3. Lineworker Apprentices shall be required to practice and be trained in safe and proper climbing techniques, and pole-top and vault rescue.
4. Unless decided otherwise pursuant to 14.1 and 14.2 above, Lineworker Apprentices shall be given adequate climbing instruction with a minimum of forty (40) hours (one week), but not to exceed eighty (80) hours (two weeks), before beginning work with the crews. This training shall be during regular working hours.
