Provoke definition

Provoke means to goad, inflame, instigate or stimulate an aggressive or defensive response on the part of the animal, but does not include any actions on the part of an individual that pertain to reasonable efforts of self-­‐defense against an animal.
Provoke means to perform a willful act or omission that an ordinary and reasonable person would conclude is likely to precipitate the bite or attack by an ordinary dog or animal.
