Prevention of Significant Deterioration or “PSD” means the new source review program within the meaning of Part C of Subchapter I of the Clean Air Act, 42 U.S.C. §§ 7470- 7492 and 40 C.F.R. Part 52, and corresponding provisions of the federally enforceable Wisconsin SIP.
