MSA State definition

MSA State means any one of the 00 xxxxxx xx xxx Xxxxxx Xxxxxx (excluding Texas, Florida, Minnesota, and Mississippi), the District of Columbia, Guam, Northern Mariana Islands, the U.S. Virgin Islands, Puerto Rico, and American Samoa, which jurisdictions settled under the MSA.
