Child or youth means ((an individual)) a person who is eli­ gible for ((division)) developmental disabilities administration (DDA) services ((per RCW 71A.16.040 and)) under chapter 388-825 WAC, ((is less than)) under eighteen ((years of age and who is)), and in the custody of a parent by blood, adoption, or legal guardianship.
