Use Of Complaints. The evaluator shall not refer to any complaint or an incident from a complaint unless the evaluator has conducted an appropriate and thorough investigation of the complaint. Complaints or allegations regarding a bargaining unit member that may influence the performance evaluation shall be discussed with the bargaining unit member after proper investigation by the evaluator. The evaluator’s conclusions are to be based on facts and observations that are ascertainable and available to the individual being evaluated.
