Qualifications of Neutral Arbitrator. No person will serve as a neutral 35 Arbitrator in any case in which that person has any financial or personal interest 36 in the result of the case. Prior to accepting an appointment, the prospective 37 Arbitrator will disclose any circumstances likely to prevent a prompt hearing or 38 to create a presumption of bias. 39
