The Contract must contain a Preaudit Certificate signed by the County Finance Officer or their Deputy which shall take the substantially the following form “This instrument has been preaudited in the manner required by the Local Government Budget and Fiscal Control Act.” Failure to obtain a preaudit upon the Contract makes the contract invalid and unenforceable per state law. Additionally, pursuant to County purchasing policies, no obligation of $500 or more for any goods sold or services rendered to County is validly enforceable without a valid signed contract, or a signed Purchase Order for such goods or services.
