Phase 1 – Responsiveness. Each Proposal received prior to Closing will first be reviewed for responsiveness to RFP requirements. To be considered Responsive, the Proposal must substantially comply with all requirements of this RFP and all prescribed public solicitation procedures. See ORS 279B.005. If the SPC finds the Proposal non-Responsive, the Proposal may be rejected, however, ODF may waive minor informalities and irregularities as allowed by OAR 125-247-0470.
