No Discriminatory Treatment. In the provision of the GRANTED SERVICE, the CONCESSIONAIRE shall not discriminate or have unjustified preference in favor of other providers of PUBLIC TELECOMMUNICATIONS SERVICES, considering the provisions of free competition rules. Pursuant to the foregoing, the CONCESSIONAIRE shall not be discriminated against or unjustifiably preferred by other operators of PUBLIC TELECOMMUNICATIONS SERVICES.
