Moving Expense. Whenever, in the opinion of the City Manager, it is necessary to recruit qualified employees from outside the City, such employee shall be reimbursed for actual necessary expenses under the following conditions: A. The employee must be appointed to a position for which the City Manager certifies that such expenditure is necessary to recruit qualified employees. B. The maximum lump sum payment for an employee shall be $5,000, plus airfare for the employee and one family member.
