Merit and Efficiency Criteria. 15% portion of total score (7.5% awarded by Union, 7.5% awarded by Administration.) Individuals will be rated in the following areas using a forced matrix: Leadership, Teamwork, and Emergency Scene Performance. Each component score will be factored as follows: Emergency Scene Performance (x.02), Leadership (X.02) Teamwork (X.02) and Initiative (x.015) for a total of 7.5% for each group awarding points. The initiative component will not be evaluated with a forced matrix and will be rated on a scale of 0-100. Seniority will not be a direct component of the merit and efficiency rating.

The forecast shall be updated and provided to Verizon on an as-needed basis but no less frequently than semiannually. All forecasts shall comply with the Verizon CLEC Interconnection Trunking Forecast Guide and shall include, at a minimum, Access Carrier Terminal Location (“ACTL”), traffic type (Local Traffic/Toll Traffic, Operator Services, 911, etc.), code (identifies trunk group), A location/Z location (CLLI codes for Reconex-IPs and Verizon-IPs), interface type (e.g., DS1), and trunks in service each year (cumulative).
