Health and Safety Complaints. Complaints by an employee or the Association about health and safety concerns shall be presented to the Employer for resolution in accordance with the grievance procedure; provided, however, that such complaints are not considered to be grievances nor are they arbitral under the terms of this Agreement unless the complaint also constitutes an alleged violation of this Agreement.
