Head Start Program. 1. Sections A through D of this Article apply to the Head Start program. Sections E through I of this Article do not apply to the Head Start program. 2. Transfers, whether voluntary or involuntary, may become necessary to meet district instructional needs, affirmative action goals, and to meet the operational requirements of the Head Start program. 3. Head Start teachers who are properly certified and qualified will be considered, prior to new hires, for K-12 vacancies.
