D.2. Effective July 1, 2007, the base salary of each employee shall be increased by 4.00% rounded up to the nearest whole dollar. While there will be no increase in salaries, the parties continue to look at the historical survey mechanism (four comparison agencies-Glendale, Pasadena, Santa Xxxxxx and Torrance) used to set wage increases based on the average total compensation salary survey. Additionally, an expanded survey originally proposed by the City in 2006 using Anaheim, Costa Mesa, County of Los Angeles, Glendale, Long Beach, Newport Beach, Orange County Fire Authority, Pasadena, Riverside City, Santa Xxx, Santa Xxxxxx and Torrance was analyzed for trends in labor market total compensation.
