Complete and Operational Facility. (a) Project Co shall design, engineer, construct and commission the Facility so as to provide Contracting Authority with a complete and operational Facility in accordance with the Output Specifications and the Project Co Proposal Extracts, all in accordance with and subject to the terms of this Project Agreement.
