Compensation When Called By President or Congress. Any permanent public employee entitled to leave under Section 1 (above) and who is called or ordered to service for longer than one month in a calendar year because of an executive order issued by the President of the United States or an act of Congress is entitled, during the period designated in the executive order or congressional act, to a leave of absence and to be paid, during each monthly pay period of that leave, the lesser of the following:
