Commercially Sexually Exploited Children (CSEC. (2 FTE) In June 2014, California passed SB 855, creating the Commercially Sexually Exploited Children (CSEC) Program codified at WIC section 16524.6 – 16524.11. CSEC (Commercial Sexually Exploitation of Children) refers to crimes against persons under the age of 18 involving sexual or other exploitation for the financial benefit of any person. This includes monetary and nonmonetary benefits. CSEC youth experience significant abuse and have various manifestations of that trauma. For an effective response to CSEC youth, agencies must identify needs quickly and fast track services. One major partner for child welfare, as part of a fully integrated system of care, is the Probation department. As such, a critical prevention and intervention strategy for Child Welfare is to intervene at the earliest possible juncture. This frequently is when other unrelated, or related crimes call youth to the attention of Probation prior to any Child Welfare interaction. CONTRACTOR will provide designated case managers (2 FTE) to conduct home visiting and support services to youth identified as at risk of or sexually exploited and their families.

This county child welfare opt-in program provides funding to participating counties for the purpose of providing training, prevention activities, and intervention services, utilizing a multidisciplinary approach, to children and youth who are commercially sexually exploited or at risk of becoming commercially sexually exploited. To participate, child welfare agencies were required to develop an Interagency Protocol as delineated at WIC section 16524.8. One major partner for child welfare, as part of a fully integrated system of care, is the Probation department.
