Biometrics and Travel Documents Sample Clauses

Biometrics and Travel Documents. Romanian national ID card (as well as other ID cards from EU citizens) constitutes as valid travel document for passengers willing to enter Serbia. A vast majority of Romanian border crossers present a national ID card at Moravita when departing and arriving from Serbia. In order to have as many test users as possible for the FastPass system, it is preferred that also the ID card would be considered as a valid travel document. In other words, the document scanner should be able to scan not only passports but also ID cards (which is the case also in the current passport readers). The Romanian ID card is an electronically readable document but it does not contain a chip. If it is used in automated process, this might raise security concerns. When Romanians apply for an ID card, their personal data, including a facial image, is stored into a national database. As discussed with the RBP, the border authorities can access this database through for border control purposes. In case the enrolment is not used, it has been considered that the facial image stored in this database could be used as a template for biometric matching when passengers would use the FastPass ABC. However, it is still open whether the image itself (which is stored to a profile of each ID card holder) can be extracted from the database and used separately for biometric matching. If this is not possible, the travellers would be obligated to pre-register and at the ABC the live image (or/and other biometrics) is compared to the enrolment image. In the demonstration, there will be no access to fingerprints potentially stored inside an electronic passport. In the demonstration, the testing of fingerprints could take place. If the passengers have pre-registered, at the moment of border crossing their fingerprints will be verified against the template in the FastPass temporary database. The use of other tokens (e.g. the FastPass code) will be further explored. Questions: • Will fingerprint be used as a token in the ABC and pre-registration process? • If pre-registration is to be implemented, how many fingerprints will be stored and how many will be verified at the moment of border crossing (1-10?). [since for the issuance of the biometric passport only 2 fingerprints are collected, then it would be fair if the FastPass solution uses 2 fingerprints as well.]
