Basis for Accrual. (i) One (1) day of paid RWWL shall accrue in each of the seventeen (17) bi- weekly pay periods which does not contain any Paid Holiday, as defined in Article 20 of this Agreement. If the number of Statutory or Proclaimed Holidays is increased, in accordance with Clause 20.01(b) of the Collective Agreement, the number of days of RWWL shall in any event remain at seventeen (17) per year and the Parties shall establish appropriate accrual periods by mutual agreement, failing which the matter shall be subject to resolution through the grievance and arbitration procedures set forth in the Collective Agreement, in which case an arbitrator shall have the authority and jurisdiction to add to the terms and conditions of the Collective Agreement with respect to implementation of his or her decision.
