Southern Control Area. - means the electric service area encompassed by tie lines, including, but not limited to, the pseudo tie lines (as defined by NERC's "Terms Used in the Policies"), between the operating company affiliates of The Southern Company (Alabama Power Company, Georgia Power Company, Gulf Power Company, Mississippi Power Company, and Savannah Electric and Power Company) and other utilities.
