In the case of a Vehicle in respect of which a Penalty Charge may become payable, a Civil Enforcement Officer shall attach to the Vehicle in a conspicuous position or give to the person who appears to be in charge of the Vehicle, in accordance with the Civil Enforcement of Parking Contravention (England) General Regulations 2007 (No.3483), a Penalty Charge Notice which shall include the particulars as required by these regulations.
The PATROL Adjudication Joint Committee, formerly the National Parking Adjudication Service Joint Committee, has been established to enable Councils having Civil Enforcement Area Orders to exercise their functions under Section 81 of the Traffic Management Act 2004 and Regulations 17 and 18 of the Civil Enforcement of Parking Contraventions (England) General Regulations 2007.
These functions are exercised jointly with the other councils in accordance with the requirements of Regulation 16 of the Civil Enforcement of Parking Contraventions (England) General Regulations 2007.

PRELIMINARY Citation, commencement and application5.—(1) These Regulations may be cited as the Civil Enforcement of Parking Contraventions (England) General Regulations 2007 and shall come into force on 31st March 2008.(2) These Regulations apply only to England.
