Express advocacy definition

Express advocacy means a communication that contains express words advocating the nomination, election, or defeat of a candidate or that contains express words advocating the adoption or defeat of a question or issue, as determined by a final judgment of a court of competent jurisdiction.
Express advocacy means “express advocacy” as defined in Iowa Code section 68A.102(14) and rule 351—4.53(68A).
Express advocacy means that the communication includes a message that unmistakably urges election or defeat of one or more clearly identified candidate(s). There are two ways that a communication can be considered express advocacy: by use of certain “explicit words of advocacy of election or defeat” and by the “only reasonable interpretation” test. 100.22.
