Citizen of the U.S means any indi- vidual who acquires U.S. citizenship through birth in the territorial U.S., birth abroad as provided under title 8, United States Code, or through natu- ralization, and has not renounced his or her U.S. citizenship, or had such citizenship cancelled, revoked, or oth- erwise terminated.

The term includes, for purposes of this contract, any agency or instrumentality of a foreign government, and firms, institutions or business organizations that are owned or substantially controlled by foreign governments, firms, institutions, or individuals.

  • Eligible postsecondary institution means an institution as defined in Iowa Code section 261C.3.
