Annual heat input means the actual, total heat input of fuels burned by a unit in a calendar year, as determined from the higher heating value and cumulative annual usage of each fuel. Annual heat input shall not include the heat input from fuels used during natural gas curtailment, during an emergency, or during equipment testing for the purpose of maintaining the fuel oil back-up system.
