Written Notice - Policy Changes. The Company shall give the Union prior written notice, where practicable, of changes in policies which directly affect employees of the Bargaining Unit. This shall not be construed to be a waiver of the Union's right to bargain on negotiable issues, nor shall it be constructed to grant bargaining rights on issues where no such right otherwise exists.
