Where UTI has unbundled Local Switching from BellSouth but does not use the BellSouth CIC for its End Users’ LPIC, BellSouth will consider as local those direct dialed telephone calls that originate from a UTI End User and terminate within the basic local calling area or within the extended local calling areas and that are dialed using seven (7) or ten (10) digits as defined and specified in Section A3 of BellSouth’s General Subscriber Services Tariffs (GSST). For such local calls, BellSouth will charge UTI the Network Elements for the BellSouth facilities utilized. Intercarrier compensation for local calls between BellSouth and UTI shall be as described in BellSouth’s UNE Local Call Flows set forth on BellSouth’s website.
Where UTI has requested an Unbundled Loop and BellSouth uses IDLC systems to provide the local service to the End User and BellSouth has a suitable alternate facility available, BellSouth will make such alternative facilities available to UTI. If a suitable alternative facility is not available, then to the extent it is technically feasible, BellSouth will implement one of the following alternative arrangements for UTI (e.g., hairpinning): 1. Roll the circuit(s) from the IDLC to any spare copper that exists to the customer premises. 2. Roll the circuit(s) from the IDLC to an existing DLC that is not integrated. 3. If capacity exists, provide "side-door" porting through the switch. 4. If capacity exists, provide "Digital Access Cross-Connect System (DACS)-door" porting (if the IDLC routes through a DACS prior to integration into the switch).
