Vacancy Not Filled. Where a job vacancy occurs or a new job is created, such vacancy shall be posted within ten (10) working days as set out above. If a vacancy is not to be filled, the Board shall advise the Union, in writing, of such decision within ten (10) working days of the vacancy occurring.
