UNION SECURITY AND RECOGNITION. 2.1 This Agreement shall apply solely to employees in the bargaining unit for which the Union is certified under the Labour Relations Code and shall be binding on the Employer and the Union and their respective successors and assigns.

No individual or group of employees shall undertake to represent the Union at meetings with the City without proper authorization from the Union. In order that this may be carried out, the Union will supply the City with the names of its officers and committees. Similarly, the City will supply the Union with a list of its supervisory and other personnel with whom the Union may be required to transact business.

At any num- ber of key men shall never exceed two The Employer must hire all additional men from the Local Union having in that area. The Employer shall be permitted to hire two key men for the first ten members hired, plus one additional man may be requested for each additional ten members hired from the Local Union. Upon first layoff on that project, there shall be no further requests allowed, unless approved by the Business Representative. An Apprentice shall not be considered a key man. This is not intended to restrict the movement of Employees wi- thin the jurisdiction of the affiliated Local Union. All men sent or transferred to a locality from other jurisdictions shall, before proceeding to the project, be required to report to the affiliated Local Union having juris- diction over such locality. A person having a Public Relations Manager, Supervising Agent, General Agent, Master General Agent, Regional General Agent or Provincial General Agent contract with the Company has such authority and is not a member of the bargaining unit. For the purpose of the agreement, the Association/Company agrees that all agents and PR Reps not specifically excluded by the foregoing are part of this agreement.
