Common use of Training and Staff Development Clause in Contracts

Training and Staff Development. DCF, UFF and SCHOOL BOARD OF SAINT LUCIE COUNTY agree to the provision of specific training and staff development related to the implementation of this Agreement to share expertise and better serve the youth: a. DCF/UFF shall incorporate an education component into all training programs for relevant staff of their agency and contractors regarding the youth. DCF shall utilize, and refer relevant staff and contractors to, trainings on educational issues that are currently provided by the Florida Department of Education (DOE). DCF shall offer opportunities for education, APD, DJJ, and workforce personnel to participate in such training, which shall include: 1) Training for parents and families in cases in which reunification is the goal, or for pre­adoptive parents when adoption is the goal, so that such parents and care givers learn how to access the services needed to produce positive educational outcomes for the youth and the importance of their involvement in the education and life of the youth; 2) Training for dependency caseworkers, ▇▇▇▇▇▇ parents (substitute care givers or providers) and waiver support coordinators to include information on the rights of the youth to an education, the role of an education in the development and adjustment of a youth, the proper and varied ways to access education and related services for the youth, and the importance and strategies for parental involvement in education for the success of the youth; 3) Training of dependency caseworkers regarding the services and information available through the DOE or SCHOOL BOARD OF SAINT LUCIE COUNTY, and other education related organizations such as the Florida Diagnostic and Learning Resource Services (FDLRS) including, but not limited to, the current Sunshine State Standards, the Surrogate Parent Training program and Manual, and other resources accessible through the DOE or SCHOOL BOARD OF SAINT LUCIE COUNTY to facilitate educational access for a youth or his or her parents or family. b. SCHOOL BOARD OF SAINT LUCIE COUNTY shall encourage the practice of allowing Guardians Ad Litem and ▇▇▇▇▇▇ parents to attend surrogate parent training offered by school district Exceptional Student Education (ESE) staff or other persons designated by the school district. This includes the promotion of the use of the FDLRS in the recruitment and training of surrogate parents. c. SCHOOL BOARD OF SAINT LUCIE COUNTY shall share information regarding resources for Independent Living transition and transition planning, and will work with DCF/UFF to develop suggested guidelines for transition plans to meet the needs of special needs students. d. SCHOOL BOARD OF SAINT LUCIE COUNTY shall encourage participation by local School Board staff in DCF’s Dependency Court Improvement Conference and other conferences, including providing suggestions for speakers and training materials. e. DCF and UFF will promote practices that engage caseworkers and ▇▇▇▇▇▇ parents in the education of youth such as attendance at parent­ teacher conferences, school open houses, and other events significant to the education of the youth and creating the message to the youth that his or her education is important to the adults in his or her life.

SCHOOL BOARD OF SAINT LUCIE COUNTY Brevard Public Schools shall encourage the practice of allowing Guardians Ad Litem and ▇▇▇▇▇▇ parents to attend surrogate parent training offered by school district Exceptional Student Education (ESE) staff or other persons designated by the school district. This includes the promotion of the use of the FDLRS in the recruitment and training of surrogate parents.. (24 C.F.R., section 300.15) c. SCHOOL BOARD OF SAINT LUCIE COUNTY Brevard Public Schools shall share information regarding resources for Independent Living transition and transition planning, and will work with DCF/UFF BFP to develop suggested guidelines for transition plans to meet the needs of special needs students. d. SCHOOL BOARD OF SAINT LUCIE COUNTY Brevard Public Schools shall encourage participation by local School Board staff in DCF’s Dependency Court Improvement Conference and other conferences, including providing suggestions for speakers and training materials. e. DCF and UFF BFP will promote practices that engage caseworkers and ▇▇▇▇▇▇ parents in the education of youth such as attendance at parent­ parent- teacher conferences, school open houses, and other events significant to the education of the youth and creating the message to the youth that his or her education is important to the adults in his or her life. f. DJJ shall provide training on the Juvenile Justice delinquency system to DCF Protective Investigators as well as BFP case managers. DJJ will participate in new employee orientation by providing an overview of delinquency processing to include detention, intake, probation supervision, commitment and reentry. DJJ will also provide periodic refresher training on an as needed basis for the same subjects listed above and any other training requested by the partner agencies including changes in the statutes that affect case management activities.

CNSWFL will ensure the provision of training for dependency caseworkers regarding the services and information available through the DOE or SCHOOL BOARD OF SAINT LUCIE COUNTY, SB and other education related organizations such as the Florida Diagnostic and Learning Resource Services (FDLRS) including, but not limited to, the current Sunshine State Standards, the Surrogate Parent Training program and Manual, and other resources accessible through the DOE or SCHOOL BOARD OF SAINT LUCIE COUNTY SB to facilitate educational access for a youth or his or and his/her parents or familyparents. b. SCHOOL BOARD OF SAINT LUCIE COUNTY shall encourage d. CNSWFL and DCF will consult with the practice of allowing Guardians Ad Litem and SB at their request on the dependency system, working with ▇▇▇▇▇▇ parents to attend children/youth and independent living criteria. g. When a child is placed in licensed out of home care, including specialized therapeutic ▇▇▇▇▇▇ care and residential programs, and has been identified as requiring, or potentially requiring, ESE services, the GAL, ▇▇▇▇▇▇ parent, surrogate parent training offered by school district Exceptional Student Education (ESE) staff or other persons designated by caretaker may serve as the school district. This includes parent for educational purposes if: • The student's natural parents' whereabouts or identity is unknown; or • A court of competent jurisdiction has terminated the promotion of the use of the FDLRS parents' rights; or • There are more than five children in the recruitment and training licensed out of home placement; or • The child is entitled by law to a surrogate parentsbut does not fit the criteria for children identified above, as determined on a case by case basis. c. SCHOOL BOARD OF SAINT LUCIE COUNTY h. SB shall share information regarding offer resources for Independent Living transition and educational transition planning, planning and will work with DCF/UFF CNSWFL to develop suggested guidelines for transition plans to meet the special ;needs of special needs students. d. SCHOOL BOARD OF SAINT LUCIE COUNTY i. SB shall encourage participation by local School Board collaborate with CNSWFL on the provision of a designated school based staff in DCF’s Dependency Court Improvement Conference and other conferences, including providing suggestions member or designated District Liaison for speakers and training materials. e. DCF and UFF will promote practices that engage caseworkers and ▇▇▇▇▇▇ parents care youth to assist in meeting their educational goals, contingent on the education availability of youth such as attendance at parent­ teacher conferencesfunding. j. SB shall consult with CNSWFL care managers and supervisors, school open housescaregivers, Guardians ad Litem, and other events significant to interested parties at their request regarding the education of the youth and creating the message to the youth that his or her education is important to the adults in his or her lifeprograms available for Exceptional Students.

DCF and UFF SCC will promote practices that engage caseworkers and ▇▇▇▇▇▇ parents in the education of youth such as attendance at parent­ parent-teacher conferences, school open houses, and other events significant to the education of the youth and creating the message to the youth that his or her education is important to the adults in his or her life. c. SCC will ensure the provision of training for dependency caseworkers regarding the services and information available through the SB and other education related organizations such as the Florida Diagnostic and Learning Resource Services (FDLRS) including, but not limited to, the current State Educational Standards, the Surrogate Parent Training program and Manual, and other resources accessible through the SB to facilitate educational access for youth and his/her parents. d. SCC and DCF will consult with the SB at their request on the dependency system, working with ▇▇▇▇▇▇ children/youth and independent living criteria. e. SB shall allow Guardians ad litem (GAL) and ▇▇▇▇▇▇ parents to attend surrogate parent training offered through the SB. This includes the promotion of the use of the FDLRS in the training of surrogate parents (34 CFR 300.519). The training will also include eligibility criteria, Individual Education Plan (IEP), and placement processes for students with disabilities, and the impact of abuse and neglect on said student’s education. The SB shall offer training to individuals desiring to become surrogate parents. f. GAL and ▇▇▇▇▇▇ parents may attend surrogate parent training offered by the SB. g. When a child is placed in licensed out-of-home care, including specialized therapeutic ▇▇▇▇▇▇ care and residential programs, and has been identified as requiring, or potentially requiring, Exceptional Student Education (ESE) services, the GAL, ▇▇▇▇▇▇ parent, surrogate parent or other caretaker may serve as the parent for educational purposes pursuant to Ch. 39, Florida Statutes. h. SB shall offer resources for Independent Living transition and educational transition planning and will work with SCC to develop suggested guidelines for transition plans to meet the special needs of students. i. SB shall collaborate with SCC on the provision of a designated school-based staff member or designated District Liaison for ▇▇▇▇▇▇ care youth to assist in meeting their educational goals, contingent on the availability of funding. j. SB shall consult with SCC care managers and supervisors, caregivers, GAL, and other interested parties at their request regarding the programs available for Exceptional Students. k. APD will provide training to SCC, DCF, DJJ, and SB staff at their request regarding APD programs and eligibility criteria. l. DJJ will provide training to SCC, DCF, and SB staff at their request regarding DJJ programs.
