The Tenure Decision. Following receipt of the recommendation from COAP, the Xxxx shall make a recommendation on tenure to the President, who in turn shall make a recommendation to the Board. The decision to grant tenure shall be made by the Board and communicated to the candidate. If the decision is to deny tenure, the candidate shall be so informed and shall receive in writing a statement of reasons from the Xxxx or the President. This statement of reasons shall reflect the actual grounds for the decision, be substantive in nature, and be clearly related to the criteria for the award of tenure as defined in this Agreement.
