Test Components. Each component of the promotional test shall be scored on a scale of one hundred (100) points. The component scores shall then be reduced by the weighting factor assigned to the component on the test and the scores of all components shall be added to produce a potential total of one hundred (100) points. Candidates shall then be ranked on the list in rank order based on the highest to lowest total scores on all test components. Such ranking shall constitute the preliminary promotional list. Whenever two (2) or more candidates receive the same score, priority shall be given to the person who has seniority. However, tie scores shall not prevent a candidate(s) from being placed on the preliminary or final promotional lists. A candidate on the preliminary promotional list who is eligible for a veteran’s preference under the laws and agreements applicable to the Department may file a written application for that preference within ten (10) days after the initial posting of the preliminary promotional list. The preference shall be calculated as provided under Section 55 of the Act and added to the total score achieved by the candidate on the test. The appointing authority shall then make adjustments to the rank order of the preliminary promotional list based on any veteran’s preferences awarded. The final promotional list shall be composed of the top fifteen (15) candidates, when possible after the application of any veteran’s preference points, however the application of veteran’s preference points to any candidates scores shall not be a reason to remove any other candidate(s) from the final promotional list if the other candidate(s) was (were) one of the top fifteen (15) candidates on the preliminary promotional list. Within thirty (30) days, the final adjusted promotional list shall be posted in each fire station, with copies provided to the Union and all candidates.
