Ascertained Merit shall be a cumulative point total and shall not exceed a total of fifteen (15) points. Candidates wishing to receive points under Ascertained Merit shall include copies of the appropriate diploma(s) and/or certificate (s) when submitting the application packet. The highest degree obtained will be awarded the corresponding points; no pyramiding of points for multiple degrees will be permitted.

Ascertained Merit. (a) The promotion test may include points for ascertained merit. Ascertained merit points may be awarded for education, training, and certification in subjects and skills related to the fire service. The basis for granting ascertained merit points, after the effective date of this Act, shall be published at least one year prior to the date ascertained merit points are awarded and all persons eligible to compete for promotion shall be given an equal opportunity to obtain ascertained merit points unless otherwise agreed to in a collective bargaining agreement.
Ascertained Merit. The parties agree that this Section shall constitute compliance with Section 40(a) of the Fire Department Promotions Act. On or about 365 days prior to the expiration of the current promotion list, labor and management will meet to discuss the accuracy and relevancy of the ascertained merit components. If the two groups are unable to agree on revisions/updates to the ascertained merit, the original list posted in the current CBA will remain effective. Candidates wishing to receive points under Ascertained Merit shall include substantiation of points (i.e. copies of degrees, transcripts, or certifications, evaluations or letters certifying involvement, etc.) with the application for points. Candidates will be given at least thirty (30) days notice of the deadline for applying for Ascertained Merit points. Ascertained Merit points shall be computed on the basis of the following (maximum of 10 points): Associate Degree from an accredited college or university – 1 point, or Bachelor Degree from an accredited college or university – 3 points, or Master Degree from an accredited college or university – 5 points (i.e., an employee can receive points for only one degree level). Fire Officer II coursework – ½ point per class ICS 300 – ½ point ICS 400 – ½ point National Fire Academy Command and Control of Incident Operations – ½ point OSFM Incident Safety Officer Certification – ½ point Public Information Officer Certification 2-day class– ½ point (ICS specific PIO class excluded) IFSI Fire Ground Company Officer 40-hour course or equivalent – ½ point National Fire Academy Command and Control of Fire Department Operations/Target Hazards – ½ point National Fire Academy Command and General Staff – 1 point (in place of ICS 300 and 400) OSFM Fire Officer II certification – 2 points (in addition to coursework) (Points may not be duplicated for repeating same class.)
Ascertained Merit. Ascertained merit shall be earned as set forth hereafter. The ascertained merit points shall be combined, except as noted, provided the total points awarded shall not exceed a maximum of 100 points.

Ascertained Merit. An aggregate maximum of one hundred (100) points can be earned in Ascertained Merit based on any combination of points in the five (5) merit components: Education, Specialty Teams, Committees, Department Involvement, Boards, and Professional Certifications, as set forth below. Candidates requesting points under this section shall include substantiation of the requested points by submitting: copies of degrees/diplomas, official transcripts stating all requirements for degree(s) are completed, applicable certifications, and/or letters certifying involvement from committee chairs, board presidents, or the Fire Chief. The qualification deadline for receiving credit for any of the merit components is February 1st of the year in which the promotional testing process is administered. Members must be currently on the team and must have served a minimum of twelve (12) months prior to February 1st of the testing year. A promotional candidate who is a Team Coordinator / Leader shall be eligible to receive three (3) additional points. The candidate must currently be the coordinator/leader and have served a minimum of twelve (12) months prior to February 1st of the testing year. The Specialty Teams are as follows:  Hazardous Materials TeamTechnical Rescue Team  Fire Investigation Team  Water Rescue Team  Tactical EMS Team A maximum of twenty (20) points are available for this merit component. No one may receive more than 50 points. All degrees must be from an accredited institution of higher education. Individual course credits, i.e. Fire Management I, Fire Management II, Fire Instructor I, Fire Tactics and Strategies I and Fire Prevention Principles I must be approved by the Illinois State Fire Marshal for points to be awarded. The FAE certification must be issued by the Illinois State Fire Marshal. If the Illinois State Fire Xxxxxxxx changes any of the above-listed courses and/or the course of study to be a Fire Officer 1, the Village and the Union will work together to reassess how the ascertained merit points are assigned.
