Common use of Staffing Clause in Contracts

Staffing. 1. Grantee shall staff the CSC-FEP team(s) exclusively with personnel essential to the team roles described in Attachment A-1, CSC Manual II: Implementation, and Attachment A-3, CSC Manual I: Outreach and Recruitment, of the Grant Agreement, which must include the following team members: a. Team Lead; b. Licensed Professional of the Healing Arts (LPHA), who can also serve as a team lead; c. Supportive Employment and Education Specialist (SEES), as described at ▇▇▇.▇▇▇▇▇▇▇▇.▇▇▇, but certification through ▇▇▇.▇▇▇▇▇▇▇▇.▇▇▇ is not required; d. Licensed Counselor, if counseling is not provided by the Team Lead; e. Case Manager or Skills Trainer; f. Certified Peer Specialist; g. Certified Family Partner who is available to all enrolled individuals in CSC-FEP; and h. Psychiatrist, Psychiatric Advanced Practice Nurse, or Physician Assistant. 2. Staff roles identified in Section I(C)(1) of this Attachment A, Statement of Work (Version 2), may be combined when appropriate. However, the Certified Family Partner and the Certified Peer Specialist roles cannot be combined. 3. Grantee must required staff roles or credentialing standards, with the exception of medical staff. 4. Grantee shall employ at least 3.0 to 4.0 FTE per CSC-FEP team, the members of which must include those positions listed in Sections I(C)(1)(a-g) of this Attachment A, Statement of Work (Version 2). The requirement in the preceding sentence excludes the amount of time for the Psychiatrist, Psychiatric Advanced Practice Nurse, or Physician Assistant dedicated solely to the CSC-FEP program. The 3.0 to 4.0 FTE CSC-FEP team members must include at least 0.5 FTE for Certified Family Partner and 0.5 FTE for Certified Peer Specialist per CSC Team. 5. Grantee shall limit use of the CSC-FEP grant to recruit staff members serving only the CSC-FEP program needs. 6. In situations when Grantee is unable to recruit a fully licensed staff member, ▇▇▇▇▇▇▇ may request alternate staff credentials to be considered to fill the roles of the team. Any deviation, excluding the medical staff, from Sections I(C)(1)(a-g) of this Attachment A, Statement of Work (Version 2), must receive the prior written approval of System Agency. 7. If a CSC-FEP team member leaves their position, Grantee shall notify System Agency of the vacancy within fifteen (15) business days, and its notification shall plan to ensure that those duties are fully executed by qualified staff

In situations when Grantee is unable to recruit areas with a fully licensed staff membermental health workforce shortage, ▇▇▇▇▇▇▇ may request alternate staff credentials to be considered to fill the roles of the team. Any deviation, excluding the medical staff, deviation from Sections I(C)(1)(aI(C)(2)(a-gf) of this Attachment A, Statement of Work (Version 2), must receive the prior written approval of System Agency. 76. Grantee shall not alter the quantity or quality of services due to staff vacancies.
