Special Training. Recognizing all children placed into care need trained Resource Family parents to address the individualized need of the child, CONTRACTOR will provide specialized training, as needed. Examples of these are specified below: a. Intensive Services ▇▇▇▇▇▇ Care (ISFC): ISFC parents receive placements that require specially trained resource parents and intensive professional and paraprofessional services and support in order to remain in a home-based setting, or to avoid or exit congregate care in a STRTP. The minimum training requirements for ISFC parents is forty (40) hours pre-approval, twenty-four (24) hours within the first twelve (12) months after placement of an ISFC child, and twelve (12) hours annually each year thereafter. Training includes how to provide care and supervision to children and youth with intensive medical, therapeutic or behavioral needs. Specific subject matters may be customized to each ISFC family based on the population of children the family intends to serve (CSEC, AWOL, Medically Fragile, Sexual Offender, etc.) b. Special Health Care Needs Placement: Treatment ▇▇▇▇▇▇ Family parents that receive placements of clients with special health care needs complete additional training provided by the client’s health care professional as required by the client’s individualized health care plan. The client’s physician must train the resource parent or caregiver to administer the required specialized in-home health care. Specialized in-home health care differs from family health care which does not require the skills of qualified, technical, or professional personnel. Specialized in-home health care services may include, but are not limited to, gastroscopy tube feedings and multiple medication administration. CONTRACTOR’S Client Application outlines some of the conditions or prescribed devices which require specialized in-home health care. c. Therapeutic ▇▇▇▇▇▇ Care (TFC): TFC is intended for children and youth who require intensive and frequent mental health support in a family environment for short-term, intensive, highly coordinated, trauma-informed and individualized Specialty Mental Health Services (SMHS) activities provided by trained, intensely supervised, and supported TFC parents who are “therapeutic change agents.” The minimum training requirements for TFC parents is forty (40) hours pre-approval and twenty-four (24) hours annually. RFA pre- and post-approval training hours cannot be applied toward TFC training hours. Training topics include: Introduction to Therapeutic ▇▇▇▇▇▇ Care services; The role of a TFC parent in mental health treatment planning and the role and performance as a therapeutic change agent; Working with children who have been abused, neglected and/or delinquent; Trauma-informed Care; Developmental stages and age-appropriate interventions; Prevention of aggressive behavior and de-escalation techniques; Positive behavioral techniques; Behavior management techniques; Introduction to individualized mental health treatment in children; Effective communication and relationship building techniques; Understanding and monitoring medications; Cultural Competence and culturally responsive services; Client sensitivity training (including stories and content developed and delivered by peer roles (▇.▇. ▇▇▇▇▇▇ parent, former ▇▇▇▇▇▇ youth, birth parents, etc.); Training around stress and well-being/self-care; Involvement and role in the CFT; Case records and documentation; Progress note training/medical necessity criteria; Crisis management/de-escalation techniques that do not require physical intervention; HIPAA; Access to other medically-necessary SMHS; Understanding plan development; rehabilitation and collateral under EPSDT. d. Emergency and Respite Care Providers: Treatment ▇▇▇▇▇▇ Family parents that receive emergency and respite care placements shall receive additional training in crisis intervention techniques within one (1) year of approval.
