Seniority in Emergency Situations. In any emergency beyond the control of the Corporation, employees may, without regard to seniority, be assigned, for the duration of the emergency, to any duties normally performed by employees within the group. In the application of this clause, the fluctuations in mail volumes shall not in themselves be deemed to be emergencies.
