The SPMS defines long-term and high-level outcomes in a way that allows progress toward them to be tracked and evaluated, and adaptive changes to be made as necessary. The migration systems approach taken is reflected in the SPMS by clear references to: (1) migratory species; (2) their habitats and migration routes; and (3) threats to both. All elements are included in the targets to the extent possible.

For the avoidance of doubt, it is agreed that valid licence and Right of Way with respect to the parts of the Site as set forth in the Appendix shall be deemed to have been granted to the Concessionaire upon vacant access thereto being provided by the Authority to the Concessionaire.
