Capacity Development. The CMS Family, Parties and other stakeholders need to address capacity building needs relating to information, awareness, knowledge and understanding as covered in the strategic targets. This is supported in particular by implementation of the CMS Capacity Building Strategy. A further step in this direction is capacity development using the Manual for the National Focal Points for CMS and its Instruments - a capacity building tool to guide the national focal points of CMS and its instruments on their roles and responsibilities, helping them to make a more effective contribution to implementation.

Capacity Development. (a) Provide technical assistance, including international experiences and best practices, to design and conduct a demand-based capacity development program for GZARG and Fangchengang, Chongzuo and Baise Cities in the field of planning and implementation of an integrated and sustainable urban transport system; and (b) Provide technical support including relevant trainings to GZARG and the above mentioned three cities to ensure that the Project will be implemented in full compliance with ADB policy and operational requirements.
Capacity Development. This FFA does not constitute a legal obligation on the part of ADB to commit any financing. ADB has the right to deny any financing request made by India on behalf of the State and ASEB, cancel the uncommitted portion of the Facility, and withdraw the right to request any financing tranche under the Facility. Financing tranches may be made available by ADB provided matters continue to be in accordance with the general understandings and expectations on which the Facility is based and which are laid out in this FFA.
