Regulatory Obligations of Morsviazsputnik. Morsviazsputnik shall use all reasonable endeavors to procure and maintain any Governmental Authorizations necessary for the provision of the Services and use reasonable endeavors to comply with all statutes, by-laws, regulations and requirements of any government or other competent authority applicable to Morsviazsputnik, save always that the procurement or maintenance of all Governmental Authorizations shall be at the reasonable discretion of Morsviazsputnik in any country or flag state where the relevant authority imposes onerous financial, commercial or technical requirements as a condition of granting such licenses.
