RECOGNITION. 1. The MPSO is recognized as the exclusive bargaining agent for employees in active service and in the following classifications: Police Sergeant Administrative Lieutenant of Police (Health and Safety) Administrative Lieutenant of Police Lieutenant of Police Lieutenant of Detectives Captain of Police Deputy Inspector of Police Police Identification Supervisor Communications Systems Manager If an employee in active service and occupying one of the classifications listed above is placed on an authorized leave of absence without pay, the MPSO shall also be recognized as the exclusive bargaining agent for that individual during the period of such leave. While on such leave, the individual shall not be covered by this Agreement and shall not be entitled to any of its benefits except as specifically provided herein. 2. The MPSO recognizes its responsibility to cooperate with the City to assure maximum service at minimum cost to the public consistent with its obligations to the employees it represents. 3. In the event a consolidation occurs in any City department, between City departments, or units thereof whose employees in part or in whole are within a recognized bargaining unit and such consolidation results in a combining of the employees in the department who were members of more than one bargaining unit; then a new election shall be requested of the Wisconsin Employment Relations Commission. The certified representative as determined by the WERC pursuant to the election shall assume the contractual obligations of each and every consolidated unit as if no consolidation had occurred until the expiration of existing contract terms. 4. In the event new positions not now covered by the recognition provisions of this Agreement are created by the City through action of the Common Council and said positions would be embraced within the bargaining unit, provided the parties agree that the new position(s) should be embraced within the bargaining unit; then the employees appointed to such positions shall be deemed part of such bargaining unit and shall be represented by the bargaining unit, and they shall also be covered by the Agreement between the MPSO and the City. 5. It is understood that the bargaining unit set forth above is subject to determination by the WERC under the Wisconsin Statutes.

The foregoing shall apply to reprimands, disciplinary actions, investigations, interviews for promotion and hearings, providing there is no unreasonable delay in obtaining representation. 2.6 Joint Shop ▇▇▇▇▇▇▇-Management meetings shall be held at least two (2) times a year in February and August, or more often as agreed upon by Union and Management. The purpose of these meetings shall be to promote harmony and efficiency and to improve communications between employees and all levels of management. The meeting agenda shall be determined by those in attendance and there shall be no restrictions on the subject matter; provided, the MPSO shall also be recognized as the exclusive bargaining agent for that individual during the period of such leave. While on such leave, the individual meetings shall not be covered by this Agreement substitute for normal grievance procedures or for formal negotiations between the parties. Those in attendance shall consist of Union’s Business Representative and shall not be entitled to any of its benefits except as specifically provided herein. 2. The MPSO recognizes its responsibility to cooperate with Shop Stewards and the City to assure maximum service at minimum cost to the public consistent with its obligations to the employees it represents. 3. In the event a consolidation occurs in any City department, between City departments, or units thereof whose employees in part or in whole are within a recognized bargaining unit City’s Labor Relations Representative and such consolidation results in a combining of the employees in the department who were members of more than one bargaining unit; then a new election shall be requested of the Wisconsin Employment Relations Commission. The certified representative other management personnel as determined by the WERC pursuant to City’s Labor Relations Representative. The meetings shall be summarized in written minutes. Except that the election shall assume the contractual obligations of each and every consolidated unit as if no consolidation had occurred until the expiration of existing contract terms. 4. In the event new positions not now covered by the recognition provisions of this Agreement are created Section shall be observed, the meetings shall be self-organizing. 2.7 Whenever any employee is absent from work as a result of a formal request by the Union’s Business Manager and is engaged in official Union business, the City through action of the Common Council and said positions would be embraced within the bargaining unit, provided the parties agree that the new position(s) should be embraced within the bargaining unit; then the employees appointed to such positions shall be deemed part of such bargaining unit pay for all regular time lost and shall be represented reimbursed therefor by the bargaining unit, Union at the rate of one hundred and they shall also be covered by fifty percent (150%) of the Agreement between the MPSO and the Cityemployee’s regular wage rate. 5. It is understood that the bargaining unit set forth above is subject to determination by the WERC under the Wisconsin Statutes.

RECOGNITION. 1. (a) The MPSO is recognized as Employer recognizes and acknowledges that the Teamsters National Freight Industry Negotiating Committee and Local Unions affiliated with the International Brotherhood of Teamsters are the exclusive bargaining agent for representatives of all employees in active the classifications of work covered by this ABF National Master Freight Agreement, and those Supplements thereto approved by the Joint National Negotiating Committees for the purpose of collective bargaining as provided by the National Labor Relations Act. Subject to Article 2, Section 3 - Non-covered Units, this provision shall apply to all present and subsequently acquired over-the-road and local cartage operations and terminals of the Employer. This provision shall not apply to wholly-owned and wholly independently operated subsidiaries of the Employer which are not under contract with local IBT unions. “Wholly independently operated” means, among other things, that there shall be no interchange of freight, equipment or personnel, or common use, in whole or in part, of equipment, terminals, property, personnel or rights. (b) All present employees who are members of the Local Union on the effective date of this subsection or on the date of execution of this Agreement, whichever is the later, shall remain members of the Local Union as a condition of employment. Union membership for purposes of this Agreement, is required only to the extent that employees must pay either (i) the Union’s initiation fees and periodic dues or (ii) service fees which in the case of a regular service fee payer payor shall be equal to the Union’s initiation fees and periodic dues, and in the following classifications: Police Sergeant Administrative Lieutenant case of Police (Health and Safety) Administrative Lieutenant of Police Lieutenant of Police Lieutenant of Detectives Captain of Police Deputy Inspector of Police Police Identification Supervisor Communications Systems Manager If an employee in active objecting service and occupying one fee payer payor shall be the proportion of the classifications listed above initiation fees and dues corresponding to the portion of the Union’s total expenditures that support representational activities. All present employees who are not members of the Local Union and all employees who are hired hereafter shall become and remain members of the Local Union as a condition of employment on and after the thirty-first (31st) calendar day following the beginning of their employment or on and after the thirty-first (31st) calendar day following the effective date of this subsection or the date of this Agreement, whichever is placed on the later. An employee who has failed to acquire, or thereafter maintain, membership in the Union as herein provided, shall be terminated seventy-two (72) hours after ABF his/her Employer has received written notice from an authorized leave representative of absence without paythe Local Union, certifying that membership has been, and is continuing to be, offered to such employee on the MPSO same basis as all other members and, further, that the employee has had ten (10) days’ written notice from the Union (with a copy to the Employer) of the delinquency and opportunity to make all dues or initiation fee payments. This provision shall also be recognized made and become effective as the exclusive bargaining agent for that individual during the period of such leave. While on such leave, time as it may be made and become effective under the individual shall not be covered by this Agreement and shall not be entitled to any of its benefits except as specifically provided herein. 2. The MPSO recognizes its responsibility to cooperate with the City to assure maximum service at minimum cost to the public consistent with its obligations to the employees it represents. 3. In the event a consolidation occurs in any City department, between City departments, or units thereof whose employees in part or in whole are within a recognized bargaining unit and such consolidation results in a combining provisions of the employees in the department who were members of more than one bargaining unit; then a new election shall be requested of the Wisconsin Employment National Labor Relations CommissionAct, but not retroactively. The certified representative as determined by the WERC pursuant to the election shall assume the contractual obligations of each and every consolidated unit as if no consolidation had occurred until the expiration of existing contract terms. 4. In the event new positions not now covered by the recognition provisions For purposes of this Agreement Article, “present employees” and “employees who are created by hired hereafter” shall include “casual employees” as defined in Article 3, Section 2 of this Agreement. Such “casual employees” will be required to join the City through action Union prior to their employment on or after before the thirty-first (31st) calendar day following their first (1st) day of the Common Council and said positions would be embraced within the bargaining unit, provided the parties agree that the new position(s) should be embraced within the bargaining unit; then the employees appointed employment for any Employer signatory to such positions shall be deemed part of such bargaining unit and shall be represented by the bargaining unit, and they shall also be covered by the Agreement between the MPSO and the Citythis Agreement. 5. It is understood that the bargaining unit set forth above is subject to determination by the WERC under the Wisconsin Statutes.

RECOGNITION. 1. The MPSO is recognized 1.1 For the purpose of collective bargaining with respect to rates of pay, wages, hours of employment and other conditions of employment, Employer shall recognize Union as the exclusive representative of the Employees for whom the National Labor Relations Board certified Union as such representative in Case No. 20-RC-11125. 1.2 The Union and the Employees recognize that the Employer continues as the sole and exclusive manager of its business, retaining all of the powers, rights, functions and authority formerly held by management, except to the extent to which they are specifically limited by an express provision of this Agreement and nothing herein contained shall be construed to the limit the right of the Employer to determine the character, extent or methods of its operation. 1.3 It is understood and agreed that the Employer retains the unilateral right to determine its methods of operations, or any part thereof. When the words “Employee” and “Employees” are used in this Agreement, they shall be construed to refer only to Employees described in said Section 1.1 unless otherwise noted. 1.5 Neither the Union nor the Employer shall discriminate against any Employee or prospective Employee because of race, sex, color, creed, national origin, age, disability or membership or non-membership in Union. 1.6 The Employer shall deduct from their wages and pay over to the proper officers of the Union the normal and regular membership dues of those Employees who individually and voluntarily authorize such deductions in writing. A charge of the true cost per deduction will be made by the Employer for this service. Employees may cancel these deductions at any time by written notification to the Employer. (Amended 2-1-91) 1.7 The Employer will provide bulletin board space for use by the Union for the posting of official Union notices of meetings and similar matters relating to official Union business. 1.8 Upon first reporting to the General Manager or his delegate, an authorized, official representative of the Union shall be permitted to visit operations of the Employer at appropriate times during working hours. This privilege shall not be entitled to any abused and there shall be no obstruction or interruption of the work. Should the parties be unable to agree, the matter may be referred then or subsequently to the Labour Relations Board at the instance of either party. 3.03 No employee shall be required or permitted to make a written or verbal agreement with the Employer or his representative which may conflict with the terms of this Collective Agreement. (a) Employees shall have the right at any time to have the assistance of a full time representative(s) of the Union on all matters relating to Employer-employee relations. Union representative(s) shall have access to the Employer's premises in order to provide the required assistance. Employees involved in such discussions or investigation of grievances shall not absent themselves from work except with permission from their Supervisor, and such permission will not be unreasonably withheld. (b) Permission to hold meetings on the premises shall, in each case, be obtained from the Administrator and such meetings shall not interfere with the operation of the Employer. 3.05 The employees of the employer whose jobs who are not in the Bargaining Unit shall not work on any jobs which are included in the Bargaining Unit, except for the purposes of instruction, experimenting, emergencies, or when bargaining unit set forth above employees are not available, or when the performing of the functions does not reduce the hours of work or pay of any employee or unless it is subject to determination by a function that the WERC under employees of the Wisconsin Statutesemployer whose jobs are not in the Bargaining Unit have historically carried out whether consistently or sporadically or on an ad hoc basis.

(a) For the purposes of absence without paythis Collective Agreement, the MPSO Union will be represented by its properly appointed officers. The Union shall also provide the Employer with a current list of the officers' names. (b) The Employer shall grant Union Representatives access to its premises for Union business subject to the approval of Human Resources or their designate. (c) Union membership meetings may be held on Employer premises subject to the approval of the Employer. (d) An Employee shall have the right to wear or display the recognized as insignia of the exclusive Union, however, no such insignia larger than a lapel pin or button shall be worn while on duty. No Union insignia shall be displayed on the Employer's equipment or sites. 3.04 Persons whose jobs are not in the bargaining agent for that individual during the period of such leave. While on such leave, the individual unit shall not be covered by this Agreement and shall not be entitled to any of its benefits except as specifically provided herein. 2. The MPSO recognizes its responsibility to cooperate with the City to assure maximum service at minimum cost to the public consistent with its obligations to the employees it represents. 3. In the event work on a consolidation occurs job which is included in any City department, between City departments, or units thereof whose employees in part or in whole are within a recognized bargaining unit and such consolidation results in a combining of the employees in the department who were members of more than one bargaining unit; then a new election shall be requested of the Wisconsin Employment Relations Commission. The certified representative as determined by the WERC pursuant to the election shall assume the contractual obligations of each and every consolidated unit as if no consolidation had occurred until the expiration of existing contract terms. 4. In the event new positions not now covered by the recognition provisions of this Agreement are created by the City through action of the Common Council and said positions would be embraced within the bargaining unit, except in an emergency or when a regular Employee is not available or for the purposes of training or instruction and provided the parties agree that act of performing the new position(s) should be embraced within work does not reduce the bargaining unit; then the employees appointed to such positions shall be deemed part hours of such bargaining unit and shall be represented by the bargaining unit, and they shall also be covered by the Agreement between the MPSO and the City. 5pay or work of any regular Employee. The City recognizes the vital and professional role performed by the members of this bargaining unit as 9-1-1 Communication Operator Supervisors. While the City does maintain the right to determine the overall methods, processes, means, and personnel by which the operation is to be conducted, the City does not contemplate nor anticipate having the work that is currently performed by the members of this bargaining unit being done by anyone other than the members of this bargaining unit, for the term of this Agreement. RECOGNITION. 1(A) The Pacific Northwest Regional Council of Carpenters has asserted, and presented evidence or offered to pres- ent evidence, that a majority of the Employer’s employ- ees performing work within the scope of the carpentry trade has designated the Regional Council to repre- sent them in collective bargaining. Predicated on that showing of majority support and the Regional Coun- cil’s request for recognition as majority representative, the employer hereby recognizes the Regional Council as NLRA Section 9(a) collective bargaining represen- tative for all employees performing work within the carpentry trade within the geographical jurisdiction of the Regional Council of Carpenters on all present and future job sites, which the parties agree is a unit appro- priate for bargaining under Section 9(a) of the National Labor Relations Board. The MPSO is recognized as the exclusive bargaining agent for provisions of this Memorandum of Understanding hereinafter set forth shall apply only to those employees in active service and in the following classifications: Police Sergeant Administrative Lieutenant of Police (Health and Safety) Administrative Lieutenant of Police Lieutenant of Police Lieutenant of Detectives Captain of Police Deputy Inspector of Police Police Identification Supervisor Communications Systems Manager If an employee in active service and occupying one of the classifications listed above City of ▇▇▇▇▇▇▇ for whom Local Union 1245 is placed the established exclusive representative. 2.2 Official representatives of the Union will be permitted access to City property to confer with City employees on an authorized leave matters of absence employer-employee relations but such representatives shall not interfere with work in progress without payagreement of Management. 2.3 The City will provide the Union adequate bulletin board space for the purpose of posting thereon matters relating to official Union business. 2.4 The City will not interfere with, intimidate, restrain, coerce or discriminate against any employee because of the employee’s membership in Union or the employee’s activity on behalf of Union. 2.5 Any employee, at the employee’s request, shall be permitted representation by a Union representative. The foregoing shall apply to reprimands, disciplinary actions, investigations, interviews for promotion and hearings, providing there is no unreasonable delay in obtaining representation. 2.6 Joint Shop ▇▇▇▇▇▇▇-Management meetings shall be held at least two (2) times a year in February and August, or more often as agreed upon by Union and Management. The purpose of these meetings shall be to promote harmony and efficiency and to improve communications between employees and all levels of management. The meeting agenda shall be determined by those in attendance and there shall be no restrictions on the subject matter; provided, the MPSO shall also be recognized as the exclusive bargaining agent for that individual during the period of such leave. While on such leave, the individual meetings shall not be covered by this Agreement substitute for normal grievance procedures or for formal negotiations between the parties. Those in attendance shall consist of Union’s Business Representative and shall not be entitled to any of its benefits except as specifically provided herein. 2. The MPSO recognizes its responsibility to cooperate with Shop Stewards and the City to assure maximum service at minimum cost to the public consistent with its obligations to the employees it represents. 3. In the event a consolidation occurs in any City department, between City departments, or units thereof whose employees in part or in whole are within a recognized bargaining unit City’s Labor Relations Representative and such consolidation results in a combining of the employees in the department who were members of more than one bargaining unit; then a new election shall be requested of the Wisconsin Employment Relations Commission. The certified representative other management personnel as determined by the WERC pursuant to City’s Labor Relations Representative. The meetings shall be summarized in written minutes. Except that the election shall assume the contractual obligations of each and every consolidated unit as if no consolidation had occurred until the expiration of existing contract terms. 4. RECOGNITION. 1. A. (d) All present employees within the terms of the Agreement must become and remain members in good standing in accordance with the Union’s constitution and by-laws on or after thirty-one (31) days from the date of employment as a condition of employment with the School District. RECOGNITION. 1. In such situations non-bargaining unit personnel may temporarily assist bargaining unit employees if necessary until replacement staff report to work to cover the parties agree staff shortage. (b) The Company agrees that it will not assign, as a rule, work now being performed by members of the new position(s) should be embraced within bargaining unit to persons outside the bargaining unit; then . (c) The Company shall make every reasonable effort to avoid using outside agencies for banquet functions. However, in the situation where there are insufficient bargaining unit employees appointed available to work a particular banquet function, the Company may utilize persons from an outside agency to augment the Company’s employee complement. In such positions event, the Company shall advise the outside agency that as a condition of its contract with the Company, the outside agency shall compensate the Union a fee of three dollars and fifty cents ($3.50) per shift per agency person contracted to the Company and that said monies are remitted to the Union Office in accordance with the written direction of the Union. Notwithstanding the above, the Union agrees that the Company shall be deemed part entitled to use the services of such persons who are members of the Union in a bargaining unit and shall be represented by other than the bargaining unit, and they shall also be covered by Company’s for the Agreement between purpose of augmenting the MPSO and the CityCompany’s employee complement to work a particular banquet function. 5. In the event new positions not now covered by the recognition provisions of this Agreement are created by the City through action of the Common Council and said positions would be embraced within the bargaining unitfirst day following such six (6) month period, provided the parties agree that the new position(s) should be embraced within the bargaining unit; then the employees appointed to such positions shall be deemed part of such bargaining unit and shall be represented by the bargaining unit, and they shall also automatically be covered by this Agreement and be treated on that date on the Agreement between the MPSO and the Citysame basis as a new hire. 5b) The City has the right to hire temporary and/or seasonal employees to perform Bargaining Unit work. The City agrees that it will not make a series of seasonal hires or utilize temporary service contract personnel to avoid filling a permanent Bargaining Unit position provided for in the City budget or for the purpose of avoiding filling of a position on a permanent basis which would otherwise result in a position in the Union. It is expressly understood that Recreation activity positions (e.g., Recreation Leaders, Recreation Instructors, Program Supervisors, Life Guards, Sports Officials, etc.) are exempt from this provision. c) The language in subparagraph (b) above will not limit the bargaining unit set forth above City's right to hire seasonal or temporary employees to fill positions temporarily vacant as a result of a leave of absence, vacation, or similar reasons. d) The City will have the right to fill Bargaining Unit positions with part-time permanent employees. Part-time permanent employees are defined as regularly scheduled employees who work less than 1800 (one thousand eight hundred) hours in a calendar year. Part-time permanent employees who work more than 1800 hours in a calendar year shall be reclassified as permanent, full-time employees until such time as the number of hours worked is subject less than 1800 hours in a calendar year. Should a part-time employee work 960 (nine hundred sixty) hours during a calendar year, that employee shall return to determination part-time status at the start of the next calendar year. No permanent, full-time position will be eliminated in order to create 2 (two) or more part-time permanent positions. e) A temporary employee hired into a Bargaining Unit position as a part-time permanent or full-time employee shall receive no service or seniority credit for those hours worked as a temporary employee. f) The parties recognize the practice of using temporary or seasonal employees to assist ongoing work performed by Bargaining Unit members for special projects or to supplement the WERC under existing work force. Special projects are defined as projects of limited duration, generally not exceeding 1800 hours in a calendar year. The City will notify the Wisconsin StatutesUnion in advance when it intends to undertake a special project with the details of the project and its expected duration. The City will notify the Union if a special project will exceed the 1800-hour time period and, at the Union's request, will meet and confer with the Union regarding the length of the special project. g) The word "permanent" when used to describe employee status is used to distinguish full-time and part-time permanent employees from temporary and/or seasonal employees.

RECOGNITION. 12.1 The City recognizes the Union as the “Exclusive Representative” of all employees of the City who hold a classification listed on Exhibit “A” of this Memorandum of Understanding. The purpose of these meetings shall be to promote harmony and efficiency and to improve communications between employees and all levels of management. The meeting agenda shall be determined by those in attendance and there shall be no restrictions on the subject matter; provided, the MPSO shall also be recognized as the exclusive bargaining agent for that individual during the period of such leave. RECOGNITION. 1(A) The Pacific Northwest Regional Council of Carpenters has asserted, and presented evidence or offered to pres- ent evidence, that a majority of the Employer’s employ- ees performing work within the scope of the carpentry trade has designated the Regional Council to represent them in collective bargaining. In the event new positions not now covered by the recognition provisions of this Agreement are created by 1.4: Nothing contained herein shall be considered to deny or restrict the City through action of its rights, responsibilities, and authority under the laws of the Common Council and said positions would be embraced within State of Michigan, or any other national, state, county, district, or local laws or regulations as they pertain to conducting the bargaining unit, provided the parties agree that the new position(s) should be embraced within the bargaining unit; then the employees appointed to such positions shall be deemed part affairs of such bargaining unit and shall be represented by the bargaining unit, and they shall also be covered by the Agreement between the MPSO and the City. 5. It is understood that the bargaining unit set forth above is subject to determination 1.5: Except as expressly provided otherwise by the WERC terms of this Agreement, the determination and administration of City policy, the operation of the City and the direction of the employees are vested exclusively in the Council or in the City Manager when so delegated by the Council. The exercise of judgment and discretion by the Council and its administrators not in conflict with the express terms of this Agreement shall be upheld. Nothing contained herein shall be construed to deny those employees who do not belong to the Association from being covered by the terms and conditions of this Agreement. Nothing in this section will prohibit any employee from appearing in his/her own behalf in his/her employment relations with the City. The Association and its members recognize that the City has an Electronic Mail Policy (adopted September 24, 2007) in effect. The Association may utilize the City’s e-mail system to communicate scheduling matters and meeting notices. RECOGNITION. 1. (a) This Agreement covers all Employees of the Company employed at its Belleville Plant in the classifications listed in Schedule "A" hereto. (b) The MPSO is recognized Company recognizes the Union during the term of this Agreement as the exclusive bargaining agent of the Employees for the purpose of collective bargaining in respect of wages, including Pay by Load Rates, hours of work, seniority, grievance procedure, and such other working conditions as affect their employment. (a) A Joint Labour-Management Committee, consisting of two (2) representatives of the Local and two (2) representatives of the Employer will continue. Upon request and by mutual agreement by both parties individuals may be invited to attend the Joint Management Committee. (b) The Committee shall meet on an authorized leave a regularly designated day every three (3) months, or on other occasions as mutually agreed. An agenda of absence without pay, the MPSO items to be discussed will be exchanged at least three (3) days prior to the meeting. (c) Committee meetings shall also normally be recognized as the exclusive bargaining agent for that individual held during the period of such leave. (d) The Committee shall not have jurisdiction over wages, or any other matter of collective bargaining, including administration of this Agreement. It may deal with interpretations of this Agreement and consider the effects of any major changes, which may affect the bargaining unit such as technological change or planned lay-off of Employees. It shall have the power to make recommendations to the Union and the Employer with respect to its discussions and conclusions, but it shall not be entitled have the power to bind either party to any decisions or conclusions reached in its deliberations. (e) Two (2) copies of the minutes of each meeting, one for each party, shall be prepared as promptly as possible after the meeting. When the parties have agreed that the minutes are accurate, a representative of each party will sign the minutes to indicate their agreement. (a) The Employer agrees to recognize a Negotiating Committee of two (2) Employees selected from different departments and one (1) Staff (NSGEU) Representative to negotiate renewal of this Agreement with the Employer. The Employer agrees to continue the wages and benefits of its benefits except as specifically provided hereinEmployees while engaged in direct negotiations, during time when they would otherwise have been working and the Local agrees to reimburse the Employer for the continuation of such wages and for mandatory payroll deductions. RECOGNITION. 12.1 The City recognizes the Association as the “Majority Representative” of all employees of the City Police Department who hold a classification listed on Exhibit “A” of this Memorandum of Understanding. RECOGNITION. 1. 3.01 The MPSO is recognized Employer recognizes the Union as the exclusive sole bargaining agent for employees all full- time and regular part-time Employees as defined in active service LRB #6248 of the Labour Relations Board of Nova Scotia (attached as Appendix "B"). (a) The Employer and the Union agree to meet to discuss any management and employee related matters as required and at the request of either party. (b) Committee meetings shall normally be held during working hours and Employees shall not suffer loss of wages for time spent in committee meetings. (c) The Committee shall not have jurisdiction over wages, or any other matter of collective bargaining, including administration of this Agreement. It shall not supersede the activities of any other committee of the Union or of the Employer. It shall have the power to make recommendations to the Union and the Employer with respect to its discussions and conclusions, but it shall not have the power to bind either party to any decisions or conclusions reached in its deliberations. (d) The designated recording secretary shall prepare minutes of each meeting as promptly as possible after the meeting. RECOGNITION. 1. 3.01 The MPSO is recognized Employer recognizes the Union as the exclusive sole bargaining agent for employees Employees covered by this Collective Agreement. 3.02 No Employee shall be required or permitted to make any written or verbal agreement which may be in active service conflict with the terms of this Collective Agreement. 3.03 Except as specified elsewhere in this Collective Agreement, all correspondence between the parties arising out of this Collective Agreement or incidental thereto shall pass to and in from the following classifications: Police Sergeant Administrative Lieutenant of Police (Health and Safety) Administrative Lieutenant of Police Lieutenant of Police Lieutenant of Detectives Captain of Police Deputy Inspector of Police Police Identification Supervisor Communications Systems Manager If an employee in active service and occupying one or designate of the classifications listed above is placed Employer and a designate of the Union. 3.04 An Employee shall not engage in Union business during their working hours without prior approval of the Employer. 3.05 Any duly accredited Officer of the Union may be permitted on an authorized leave the Employer’s premises for the purpose of absence without paytransacting Union business, providing prior permission to do so has been granted by the MPSO Employer. 3.06 A representative of the Union shall also have the right to make a presentation of up to thirty (30) minutes during the probationary period or at the orientation of new Employees with respect to the structure of the Union, as well as the rights, responsibilities and benefits under the Collective Agreement, provided, however, that attendance at the presentation shall not be compulsory and, further, that a representative of the Employer may be present at such presentation. These presentations, if possible, shall be done outside of the Core Hours. 3.07 The name of the local unit representatives shall be supplied in writing to the Employer before they are recognized as a Union representative. A representative of the exclusive bargaining agent for that individual Union shall be entitled to leave work to carry out their functions as provided in this Collective Agreement, provided permission to leave work during working hours, and agreement on the period length of time of such leave, shall first be obtained from the Manager. While on such leave, the individual Such permission shall not be covered by this Agreement and unreasonably withheld. Representatives shall not be entitled to any suffer no loss of its benefits except as specifically provided hereinpay for time spent on the Employer’s premises in performing such duties. 2. The MPSO recognizes its responsibility to cooperate with the City to assure maximum service at minimum cost to the public consistent with its obligations to the employees it represents. 3. In the event a consolidation occurs in any City department, between City departments, or units thereof whose employees in part or in whole are within a recognized bargaining unit and such consolidation results in a combining of the employees in the department who were members of more than one bargaining unit; then a new election shall be requested of the Wisconsin Employment Relations Commission. The certified representative as determined by the WERC pursuant to the election shall assume the contractual obligations of each and every consolidated unit as if no consolidation had occurred until the expiration of existing contract terms. 4. In the event new positions not now covered by the recognition provisions of this Agreement are created by the City through action of the Common Council and said positions would be embraced within the bargaining unit, provided the parties agree that the new position(s) should be embraced within the bargaining unit; then the employees appointed to such positions shall be deemed part of such bargaining unit and shall be represented by the bargaining unit, and they shall also be covered by the Agreement between the MPSO and the City. 5. It is understood that the bargaining unit set forth above is subject to determination by the WERC under the Wisconsin Statutes.

The MPSO is recognized TRANSCO recognizes the MINTREA as the sole and exclusive bargaining agent for negotiating representative of all TRANSCO employees in active service and in within the following classifications: Police Sergeant Administrative Lieutenant of Police (Health and Safety) Administrative Lieutenant of Police Lieutenant of Police Lieutenant of Detectives Captain of Police Deputy Inspector of Police Police Identification Supervisor Communications Systems Manager If an employee in active service and occupying one of the classifications listed above is placed on an authorized leave of absence without pay, the MPSO shall also be recognized as the exclusive bargaining agent for that individual during the period of such leave. While on such leave, the individual shall not be covered by this Agreement and shall not be entitled to any of its benefits except as specifically provided hereincollective negotiating unit. Section 2. The MPSO recognizes its responsibility TRANSCO shall guarantee that there shall be no discrimination, in any manner or form, against any employee due to cooperate membership in, or lawful acts performed as an officer or member of the MINTREA. Section 3. The TRANSCO shall deal only through, and directly, with the City to assure maximum service at minimum cost to MINTREA on all matters and issues affecting the public consistent with its obligations to rights, benefits and interest of all the TRANSCO employees it representswithin the negotiating unit during the effectivity of this Agreement. 3. In the event a consolidation occurs in any City department, between City departments, or units thereof whose employees in part or in whole are within a recognized bargaining unit and such consolidation results in a combining of the employees in the department who were members of more than one bargaining unit; then a new election shall be requested of the Wisconsin Employment Relations Commission. In recognition of the event new positions not now covered employees’ participation rights, the TRANSCO shall allow official time-off for each member of the Board of Directors, the regional coordinators and the officers of regional chapter of the MINTREA. This is without prejudice to the grant of additional official time-off by the recognition provisions TRANSCO, as the case may be, subject to the usual notification requirements and the exigency of this Agreement are created the service. Such privilege shall be non-cumulative and non-commutative. Section 5. The TRANSCO shall be informed in writing by the City through action MINTREA of the Common Council names of its officers duly elected to the Board of Directors and said positions would be embraced within to its regional chapters. The MINTREA shall inform the bargaining unit, provided the parties agree that the new position(s) should be embraced within the bargaining unit; then the employees appointed to such positions shall be deemed part TRANSCO of any substitutes or changes of such bargaining unit MINTREA officers within fifteen (15) days from their official election/designation, as well as their functions and duties under the MINTREA rules. Section 6. The TRANSCO shall be represented by provide the bargaining unit, MINTREA and they all its chapter offices with a respectable office space and furniture. It shall also be covered allow the free use of its machine, office equipment and other facilities available in the offices where they are assigned. Section 7. The TRANSCO shall provide, upon written request, transport services for use of the MINTREA in attending official meetings called by any government agency or any duly accredited organization on matters concerning the Agreement between the MPSO welfare of employees, subject to availability and existing policies on travel and the Cityuse of transport services.
